City Council, City of Allen
Present: Mayor Frank Dugger
Councilmen: C.D. Whitaker, Bob Lowman, Johnnie Blankenship, Clifford
Hart & Johnny Pannell.
Council sat as Board of Tax Equalization for the City beginning at 7:00 P.M..
No one appeared to protest the valuations set by the Tax Department. Motion
C.D. Whitaker Second Johnny Pannell that assessments as rendered by the Tax
Assessor be approved for the year 1972 and that said Board of Equalization
be adjourned for the year 1972. Motion Carried 5 For 0 Against.
Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting
be approved as read. Motion Carried 5 For 0 Against.
Motion Johnny Pannell Second Bob Lowman all developers be required to
furnish the City a Certificate from either a laboratory or testing firm show-
ing compliance with the City's specifactions on streets and alleys. This res-
oluation to become effective immediately. Motion Carried 5 For 0 Against.
Motion Johnny Pannell Second C.D. Whitaker that construction be stopped,
as reccomended by City Engineers letter to Council as of June 30, 1972, on
Hillside Village Additions A, 5, 7 & 8 untill all the conditions are met as
stated in letter and are approved by City Engineer. Motion Carried 5 For 0
Against.
Motion Johnny Pannell Second Bob Lowman that Ordinance or resoluation be
amended so as to permit City, upon their discreation, to sell water to cust-
omers living outside the City Limits. This amendment to become effective up-
on the completion of the connection to the North Texas Municipal Water District
Main Line. Motion Carried 5 For 0 Against.
Motion Johnny Second C.D. Whitaker that Ordinance be drawn regulating
parking on the City Streets. Ordinance will prohibit the parking on all City
streets and alleys that is not directional in conformance with the regular
flow of traffic; also no vehicle will be permitted to remain parked for more
than 24 hours on any street or alley in City. Motion Carried 5 For 0 Against.
Motion Clifford Hart Second C.D. Whitaker that Ordinance be drawn requireing
operators of Wrecker Service to the City to furnish a $50,000 Wrecker Bond to be
written in favor of City. Motion Carrisd 5 For 0 Against.
Motion Johnnie Blankenship Second Clifford Hart that proceedings be started
on the collection of all delinquient tax accounts that are two years or more past
due. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Johnny Pannell that the following salary increases
be granted effective July Is, 1972. Walter Curtis $50.00 per month, Tim Cundiff
$2$.00 per month, Royce Abbott $17.50 per month, Anthony Hancock $17.$0 per month,
Hubert Bardwell 20.66 per month. Motion Carried 5 For 0 Against.
Motion Johnnie Blankenship Second Clifford Hart that meeting adjourn. Motion
Carried 5 For 0 Against.
