RESOLUTION NO. 1077-2-92(R)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ADOPTING CERTAIN POLICIES REGULATING THE USE
OF CABLE TELEVISION CHANNEL SET ASIDE FOR GOVERNMENT ACCESS
PURPOSES TO INCLUDE USAGE BY COMMUNITY GROUPS.
WHEREAS, Ordinance 291 adopted by the Allen City Council on March 6, 1980, grants
a franchise to a cable television provider; and,
WHEREAS, as a condition of awarding the franchise the cable television operator is
obligated to provide certain channels for public use and associated equipment to
facilitate that use; and,
WHEREAS, the Allen City Council desires to provide information to the public about City
government affairs and also to allow programming of a public service nature not
connected with City government.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: The Allen City Council hereby declares its intent to provide an
appropriate level of programming over the government access channel provided by the
cable television carrier to include public service announcements and programming from
individuals and groups not connected with City government.
SECTION 2: To promote and further this goal the Allen City Council adopts the
attached "Policy for Use of Cable Television Government Access Channel".
SECTION 3: Copies of this resolution and the attached policy be sent to interested
persons throughout the community.

ALLEN CITY COUNCIL
POLICY FOR USE OF CABLE TELEVISION
GOVERNMENT ACCESS CHANNEL
I. Statement of Purpose. To increase citizens communications and
municipal awareness through the use of the Cable T. V. Channel set
aside for use by the City of Allen.
Ii. Authority. Ordinance 291 grants a franchise to a cable T. V.
provider and in consideration requires that a channel be set aside for
City use ( Sections 11 & 12) .
III. Authorized Use. The "City's Channel" will be reserved for City
purposes including police, fire, civil defense and public service
announcements and programs. As program time permits
announcements and programs of a public service nature intended for
a broad viewership within the City will be allowed.
IV. Restrictions. The City channel cannot be used for partisan or
political advocacy. Also, the City's channel cannot be used for
financial gain ( direct or indirect) , commercial or personal purposes.
V. Responsible. The Council directs that the City Manager be
responsible to implement this policy. This responsibility includes
development of rules and procedures designed to maximize City
usage and encourage public use of the City's Channel. Further, the
City Manger is directed to cooperate with the cable T.V. franchise so
that additional originating equipment allowing more complete usage of
the City's channel be acquired by the franchisee consistent with the
franchise agreement.
VI. Reporting and Policy Review. At least annually, the City Manager
will report on the use of the City's channel. At any time during the
year the City Council may consider modification to this policy.

VII. Oversight. Council oversight of the operation of program on the
City's channel will be through the Councils subcommittee structure.
This item is assigned to the Mayor's subcommittee.
VIII. Fees. The following fees will be charged for access to the City's
channel.
