Present: Mayor Frank Dugger
Councilmen: C.D. Whitaker, Clifford Hart, Johnnie Blankenship, Bob
Lowman & Johnny Pannell,
Absent: None,
Motion Johnny Pannell Second Clifford Hart that minutes of previous meeting
be approved as read. Motion Carried 5 For 0 Against.
Public hearing was held on the annexation request of Jerry W. Burton on
property owned by him located in Forest Grove Estates. John McCraw, representing
property owners in Forest Grove Estates, appeared before Council, along with the
property owners and protested these annexation proceedings. Mr McCraw stated that
he felt these proceedings to be illegal since the City of Allen was a General law
City and in view of this he did not feel that the City had the power to annex this
property. Mr. McCraw asked that these proceedings be dismissed. Council advised
Mr. McCraw and this group that this matter would be tabled for further study.
Motion Johnny Pannell Second C.D. Whitaker that this matter be referred to the
City's Attorney for an opinion as to the City's position at this time. Motion
Carried 5 For 0 Against.
Letter of Resignation as City Secretary from A.C. Story was presented to
Council. Motion C.D. Whitaker Second Bob Lowman that Mr. Story's resignation
be held in abeyance untill next Council Meeting before any action is taken on
it. I4otion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Clifford Hart that beginning September 1st, the
Municipal Building will remain closed on Saturday. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Johnnv Pannell that all applications for employ-
ment as Police Dispatcher and part time Municipal helper be returned to all
applicants along with a note of appreciation for their interest and the matter be
tabled for the present. Motion Carried 4 For 0 Against. Clifford Hart Abstained.
Motion Johnny Pannell Second C.D. Whitaker that an investigation be started
as to the possible expansion of the Municipal Building so as to house all City
Departments and provide more work space for the City Office. Motion Carried 5
For 0 Against.
Motion Johnnie Blankenship Second C.D. Whitaker that meeting adjourn.
Motion Carried 5 For 0 Against.
