Workshop Session
The Workshop Session was not held as the Allen City Council hosted a reception to honor outgoing Mayor
Fulk and Councilmember Clemencich and to recognize newly elected Mayor Brooks and Councilmember Bari!.
Regular Meeting
1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Fulk at 7:32 p.m. on Tuesday,May 23, 2023, in the City Council Chambers
of Allen City Hall, 305 Century Parkway,Allen,Texas.

3.1 Administration of the Oath-of-Office and presentation of the Certificate-of-Election to
the newly elected Mayor and Councilmember for Place No.2.

City Secretary George administered the Oaths-of-Office to newly elected Councilmember
Tommy Baril and Mayor Baine Brooks. Mayor Fulk presented Certificates-of-Election to both
and offered his congratulations.
3.2 Recognition of outgoing Mayor Kenneth Fulk and Councilmember Carl Clemencich.
Mayor Brooks presented Councilmember Clemencich with a photo collage and his dais
nameplate and thanked him for his service to the City of Allen.
Mayor Brooks presented Mayor Fulk with a photo collage, a ceremonial gavel, and his dais
nameplate and thanked him for his service to the City of Allen.
Councilmember Baril acknowledged all guests in attendance,his commitment in working with
the council and conveyed his gratitude for the community's support.
Mayor Brooks and Councilmember Bari! took their seats at the Council dais with each
presenting comments to the audience.
Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence in remembrance
of the victims of the May 6 tragedy.

MOTION: Upon a motion made by Councilmember Corneae and a second by Councilmember Shafer,the
Council voted seven(7)for and none(0)opposed to approve the Consent Agenda as follows:
6.1 Approve minutes of the May 15,2023,Special Called City Council Meeting.
6.2 Adopt a Resolution authorizing participation in the Texas Enterprise Zone Program
through the office of the Governor's Texas Economic Development and Tourism;
nominating Strike Photonics Inc to receive Enterprise Zone designation for grant
eligibility.

RESOLUTION NO. 4000-5-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, TEXAS AUTHORIZING THE NOMINATION OF STRIKE
PHOTONICS INC. AS A DOUBLE JUMBO ENTERPRISE PROJECT PURSUANT TO
CHAPTER 2303,.SUBCHAPTER F OF THE TEXAS ENTERPRISE ZONE ACT, TEXAS
GOVERNMENT CODE("ACT");FINDING AND DETERMINING THAT THE MEETING
AT WHICH THIS RESOLUTION IS PASSED WAS NOTICED AND IS OPEN TO THE •
PUBLIC AS REQUIRED BY LAW;AND PROVIDING FOR AN EFFECTIVE DATE.
6.3 Authorize payments from the Tax Increment Financing Reinvestment(TIF)Zone No. 1
Fund of $569,125.96 from the City Tax Increment, $209,892.36 from the County Tax
Increment to Charter DW Watters Creek Village,LLC,and$15,000 to the City of Allen
for administrative support,as recommended by the TIF No. 1 Board of Directors.
6.4 Authorize the City Manager to execute an agreement with ABC Texas Bus Sales,Inc.,to
purchase two shuttle buses for the Allen Senior Recreation Center for$317,686.
The motion carried.

8.1 Calendar.
• May 29 -City Facilities Closed in Observance of Memorial Day
8.2 Items of Interest.
• Councilmember Cornette encouraged residents to participate in the following events:
VFW Post 2195 would be at Market Street Allen collecting Poppy donations for Memorial
Day, and on May 29`h, a ceremony will be held at Noon around the flagpole in Allen
Cemetery in observance of Memorial Day.
• Councilmember Baril congratulated the graduates of Allen and Lovejoy High Schools and
wished them much success in whatever paths they follow.
• Mayor Pro Tern Schulmeister shared news of the Collin County Commissioners Court
approval of$29.4 million dollars in County General Obligation Bond grants, with $2.99
million designed for construction costs for Ridgeview Drive from Chelsea to US75 in
Allen.
