Call to Order and Announce a Quorum is Present.
With a quorum of the Parks and Recreation Board present, Chair G. Johnson called
the meeting to order at 6:30 p.m. on Monday, February 13, 2023, in the First Floor
Meeting Room at the Credit Union of Texas Event Center.
1) Approve Minutes from November 14,2022,Regular Meeting.
Motion: Upon a motion by Member Brewer and a second by Member Thomas, the
Parks and Recreation Board voted five (5) for and none (0) opposed to
approve the November 14, 2022, Called Meeting minutes as presented.
The motion carried.

2) Recommend City Council Adopt the Standards of Care Necessary for Day Care
Exemption
Ryan Patterson, Joe Farmer Recreation Center Supervisor, gave an overview
presentation of Camp S.T.A.R. He opened the floor for questions regarding the
exemption. Following a brief discussion, the following motion was presented.
Motion: Upon a motion by Member Hollingsworth and a second by Member
Holley, the Parks and Recreation Board voted seven (7) for and
none (0) opposed to recommend City Council adopt the Standards
of Care Necessary for Day Care Exemption. The motion carried.
3) Recommend City Council Adopt a Resolution amending Parks and Recreation
Fees.
Teresa Thomason, Assistant Director, reviewed with the Parks and Recreation Board
proposed fee updates including Stephen G. Terrell Recreation Center rentals,
tournament fees, cabana fees for Ford Pool, and pavilions. She opened the floor for
questions regarding the fee updates. Following a brief discussion,the following motion
was presented.
Motion: Upon a motion by Member Simpson and a second by Member Thomas,the
Parks and Recreation Board voted seven (7) for and none (0) opposed to
recommend City Council adopt a resolution amending Parks and
Recreation Fees. The motion carried.
4) Staff Introductions
Kyle Benedict, Assistant Director, introduced staff member Alicia Gray, Special
Events Manager.
5) Receive Allen Parks Foundation Update.
Louise Master, President, Allen Parks Foundation, gave an update on the Allen Parks
Foundation including the upcoming fundraiser on May 13, 2023.
6) Overview of Allen Community Ice Rink Operations
Cambria Jones, Community Ice Rink Supervisor, gave an overview of operations and a
facility tour.
7) Review Allen Sports Association Partnership Updates
Kate Meacham, Director, gave an overview of the Allen Sports Association
Partnership updates.
8) Update Ongoing Projects
Staff gave an update on several ongoing projects. The updates included: Bethany
Lakes Loop Trail is ahead of schedule; Allen Heritage Village is on track; Stephen
Terrell Recreation Center will have a tour for Parks and Recreation Board Members in

June; Rolling Hills Park is complete, and a dedication ceremony will be held on March
18, 2023, at 9 a.m.

Motion: Upon a motion by Member Simpson and a second by Member Holley, the
Parks and Recreation Board voted seven (7) for and none (0) opposed to
adjourn the meeting at 8:24 p.m. The motion carried.
These minutes approved on the 10th day of April 2023.
