A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ESTABLISHING A POLICY FOR THE ACCEPTANCE AND
PROCESSING OF PETITIONS REQUESTING RUMBLE STRIPS UPON
ALLEYWAYS WITHIN THE CITY AND ESTABLISHING PROCEDURES FOR THE
INSTALLATION AND PAYMENT OF THE IMPROVEMENTS.
WHEREAS, the Allen City Council desires to enhance alley safety by any means available; and
WHEREAS, programs using rumble strips have been successfully used by other cities; and
WHEREAS, the Traffic Safety Task Force has evaluated the rumble strip program and recommends its
adoption in Allen; and
WHEREAS, the Traffic Safety Task Force also recommends that the City Council consider a policy which
provides for financial participation by the residents adjacent to an alley where rumble strips are sought;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: The City Council of the City of Allen hereby approves the program hereafter known as the
Alley Rumble Strip Program.
SECTION 2: The following procedures are hereby approved and shall be followed by all persons involved
in the circulation and processing of petitions requesting rumble strips upon alleyways within the City of Allen.
1. Petition forms shall be acquired from and processed by the Traffic Engineer or his designate.
2. Circulation of the petition shall be the responsibility of the initiator of the petition and the city
shall not be involved in the circulation process.
3. Every attempt must be made to obtain signatures of one hundred percent (100%) of the property
owners adjacent to both sides of the alley section offered.
4. The owners of eighty percent (80%) of the lots affected must sign the petition in favor of the
proposed installation in order for the petition to be accepted.
5. In determining the number of lots affected, the lots shown on the file plat for the subdivision shall
be used and whether a lot is occupied or not will not affect the total lot count.
6. The lack of a signature to represent a particular lot or lots will be negative against the petition.
7. A registered letter shall be sent by the city to any property owner affected by the proposed change
whose name does not appear on the petition in order to insure that all affected property owners
are aware of the proposed installation.
8. The signature on the petition will be verified against the city tax rolls.
9. If the petition is valid under the provision above, the city will design the installation of the
approved rumble strips and estimate the cost of the installation. After the cost is derived, the
petitioners will be advised that the city will pay one-third (1/3) of the estimated cost of the
installation, the balance of the cost will be borne by the petitioners.
10. Upon presentation of two-thirds (2/3) of the estimated cost of the installation to the city, a work
order will be issued to install the rumble strips. No partial payments will be accepted and the City
will not be involved in collecting payments from any of the individual petitioners.
SECTION 3: This resolution shall become effective immediately upon its passage.

Subject: Traffic Safety Task Force Recommendations

BACKGROUND
Apparently there was a number of questions that were asked that
requires more specific responses regarding the recommendations of
the Traffic Safety Task Force. I am stating this based on our
discussion and what I heard being discussed during the council
meeting. The following should clarify concerns and questions
however, if they do not I will be present to explain further.
ANALYSIS
Rumble strips- The council approved the resolution which includes
the policy that will allow staff to make installations consistent
with the policy. I did not determine that there was any need for
follow up on this item.
Directional railing- If the task force recommended directional
railing in a certain location, it would only be installed after
staff has conducted a study of the proposed site, and recommends
its installation and only then after approval from the fire
department and engineering.
Signage- This recommendation is actually asking council to provide
financial support to staff to enable them to upgrade speed zone
signs, stop signs and pedestrian warning signs. Knowing that this
is an expensive item it is recommended that it be a 3 year program.
Mirrors- The task force is asking to consider this as an option in
the future as it has received mixed reactions but in no case could
it be implemented without staff approval.
Education- The task force wants to be allowed to purchase existing
publications from the state promoting pedestrian safety as well as
developing a pamphlet specifically designed for Allen. All
publications or articles will be approved by staff prior to
distribution.

Enforcement- This is a request that an additional program be
implemented in the police department to allow for up to 10 hours
per week, to be paid in overtime, to enforce speeding laws in
alleys and other target areas.
Traffic Safety Task Force Structure- All interest for this
committee to not dissolve at the conclusion of this study has come
from discussion that there may be future issues. If it is the
desire of council to be able to refer pedestrian safety related
issues to this committee then staff recommends that it remains an
ad-hoct committee but is re-established when needed.
FISCAL IMPACT
The recommendation of the task force is to approve the
recommendations for a Three (3) year program that will be
considered on an annual basis only as budget allows. The following
represents the amount to be expended during this fiscal year and an
estimated amount for each year thereafter.

RECOMMENDATION
Staff recommends that council approve a budget in the amount of
$10,000 for the remainder of this fiscal year and consider the
remainder of the fiscal impact on a per year basis. It should also
be noted that council has already approved the rumble strip policy.
