Present: Mayor: Frank Dugger
Councilmen: C.D. Whitaker, Clifford Hart, Robert E. Lowman, Johnnie
Blankenship & Johnny Pannell.
Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting
be approved as read. Motion Carried 5 For 0 Against.
Reccomehdation of Planning & Zoning Commission was heard by Council from
their meeting held on April 2, 1973.
Public hearing was held on a Special Exception request by James H. Howser
seeking to operate a pre-school at 502 West Mcdermott. W.E. Ford, Fred Fisher,
and Johnnie Burnside appeared to speak against this request. Mr. Howser and
Warren Hardin spoke in behalf of the request. After discussion, Council felt
that due to the objeations of adjoining property owners and a possible traffic
problem along McDermott Drive it would not be to the benefit of the City to
approve this request. Motion C.D. Whitaker Second Clifford Hart that the request
be denied. Motion Carried 5 For 0 Against.
Public Hearing was held on the request for annexation of 1.00 acre of
land in the Wm. Perrin Survey - Abstract # 708 by Thomas W. McGarity. There
was no opposition present to speak against this request. Motion Bob Lowman
Second Johnnie Blankenship that request be approved. Motion Carried 5 For 0
Against.

Motion Bob Lowman Second Clifford Hart that Ordinance No. 150 be approved
requireing concrete streets and alleys in all Subdivisions. Motion Carried 5 For
0 Against.
Motion Bob Lowman Second Johnny Pannell that street be rocked from Ash Drive
Eastward to Kenneth Ernst's property. Motion Carried 5 For 0 Against.
Motion C.D. Whitaker Second Johnny Pannell that results of recent City
Election held April 7th be approved. Motion Carried 5 For 0 Against.
Bob Lowman, Johnnie Blankenship and Johnny Pannell were administered the
Oath of Office for a 2 year term as City Councilmen by Mayor Dugger.
Motion Bob Lowman Second Johnnie Blankenship that C.D. Whitaker be made
Mayor Pro -tem for 1973. Motion Carried 4 For 0 Against.
Motion Johnnie Blankenship Second Clifford Hart that bills presented be
approved. Motion Carried 5 For 0 Against.
Bill Kolander appeared seeking further information as to the construction
of a sewer line to serve Keith Drive. Council agreed to contact City Engineer,
Walter Hicks, as to his reccomendation on this project.
Motion C.D. Whitaker Second Bob Lowman that meeting adjourn. Motion Carried
5 For 0 Against.
