ALLEN CITY COUNCIL
December 18, 1980

McClure, and H.R. Daugherty
Absent: Glenn Andrew
The regular meeting of the Allen City Council was called to order by
Mayor M.B. Pierson.
Motion Chumbley Second Womack to approve the minutes of the December
4 meeting. Motion carried 5 for 0 against. (McClure had not arrived)

Motion Womack Second Chumbley to set a Public Hearing for January 8, 1981,
on a request to establish permanent zoning of GI -PD on approximately
16 acres recently annexed and located in a part of the MCBain Jameson
Survey, Abstract #491 and a portion of the T.G. Kennedy Survey, Abstract
#500. Motion carried 5 for 0 against.
Motion Womack Second Chumbley to set a Public Hearing for January 15, 1981,
on a request to rezone 66.06 acres out of the William Perrin Survey,
Abstract #708, from its present R3, R16 -PD and LR -PD to R-16, GI -PD
and LR -PD. Motion carried 5 for 1 against (Daugherty). Planning and
Zoning Commission had approved the request with the provision that a
moratorium on site plan approval be imposed until the City of Allen
adopts the new zoning ordinance and action is taken afterwards to re-
establish the GI -PD zoning to LI -PD.
Motion Chumbley Second Womack to set a Public Hearing for January 15, 1981,
on a request for site plan approval to construct a bank on a 2 acre tract
in the William Perrin Survey. Motion carried 5 for 1 abstaining. (Farmer)
Robert Tod of Folsom Investment Company presented the preliminary and
final plat on development of a Shell Station on approximately .6 acres in
the Peter Wetzel Survey, Abstract #990 and located in the Cottonwood
Creek Shopping Center on Highway 5. Motion Farmer Second Chumbley to
approve the preliminary and final plats as requested. Motion carried
6 for 0 against.

The following bids were presented for the piping of Hillside Pump Station:
S.R. Davies; Houston, Texas 31,900.00
Cole Williams, Dallas, Texas 44,200.00
H & S Utilities, Everman, Tex. 39,964.10
Motion Farmer Second Chumbley to award bid to S.R. Davies, of Houston,
Texas, in the amount of $31,900. Both projects are in the 1979 CIP
program to be funded by Revenue Bond Funds.
The City Manager requested authorization to hire a consultant to review
the proposed zoning ordinance and to provide suggestions or comments for
the completion of this ordinance. Motion Farmer Second Daugherty to
authorize the City Manager to proceed with the hiring of a consultant
of his choice. Motion carried 6 for 0 against.
Two bids were presented for the old shelving in the library, as follows:
Lovejoy ISD $1500
Princeton ISD 1500
Motion Farmer Second Daugherty to sell the librar shelving to Lovejoy
ISD for $1500 and storage fees. Motion carried Ofor Xagainst.
Motion Daugherty Second McClure to approve payment of CIP bills as follows
Library Facilities Study - $ 1500 G.O. Bond Funds
Trade Construction Co. 14528 11 "
Motion Daugherty Second McClure to approve payment of these invoices from
the 1979 G.O. Bond funds. Motion carried 6 for 0 against.
Motion Farmer Second Daugherty to resolve to vote for the three
nominated trustees to the Texas Municipal League Workmen's Compensation
Board. Motion carried 6 for 0 against.
Motion Farmer Second Daugherty to adjourn into Executive Session.
Motion carried 6 for 0 against.
