Ciry Council, City of Allen
Present: Mayor Frank Dugger
Councilmen: C.D. Whitaker, Clifford Hart, Johnny Pannell and
Bob Lowman.
Absent: Johnnie Blankenship
Motion Bob Lowman Second C.D. Whitaker that minutes of previous meeting
be approved as read. Motion carried 4 for 0 against.
Motion C.D. Whitaker Second Clifford Hart to reset public hearing for
zoning change of railroad property to November 7, 1974. Motion carried
4 for 0 against.
Motion Johnny Pannell Second Bob Lowman to accept Dub Eubanks bid on
sewer line for Keith Drive. Motion carried 4 for 0 against. Further
discussion to follow with City Attorney in reference to the individual
pay back. (Mechanic's Lien on properties)
Motion C.D. Whitaker Second Bob Lowman that present water rate, of 11
times regular rate to persons in Jupiter Road Water Corporation, be
changed to regular rate, effective November billing. The Corporation
agreed to stand behind all delinquent bills and pay them in the event
persons moved out owing the City of Allen, Motion carried 4 for 0
against.
Motion C.D. Whitaker Second Bob Lowman to pay bills presented by the
City Secretary. Motion carried 4 for 0 against.
Motion C.D. Whitaker Second Johnny Pannell that council discuss re-
tirement plan and after discussion is made, that a request for bids
on this, be placed in the paper, to give everyone an equal chance to
bid on this plan. Motion carried 4 for 0 against.
Mayor Bugger requested that all City Councilmen try to attend the State
Fair of Texas on Allen Day, October 9, 1974.
Council discussed more bids received on the Library and Fire Department
parking, and agreed to wait until such time as Fire Chief Ronnie Gentry
could be present to discuss this matter further.
Motion Bob Lowman Second Johnny Pannell to purchase new radar gun for
the Police Department. Motion carried 4 for 0 against.
Police Chief Burton discussed prospects of a new Police car. Council
asked him to get bids on 1975 Chevrolet, Ford and Plymouth.
Motion C.D. Whitaker, Second Bob Lowman that meeting adjourn into
Executive session. Motion carried 4 for 0 against.
