City Council, City of Allen
Present: Mayor Frank Dugger
Councilmen: C.D.Whitaker, Clifford Hart, Johnny Pannell,
Bob Lowman and Johnnie Blankenship.
Motion Bob Lowman Second Johnny Pannell that minutes of last meeting
be approved as read. Motion carried 5 for 0 against.
Mr. Franzien, a representative of Fox and Jacobs home builders, sbowed
the Council and gallery present a 16 minute film about their company.
Mr. Franzien expressed the fact that his company is desirous of building
homes in Allen, and that they want to meet with the Council and Planning
and Zoning Committee after the April 5 election. The Mayor advised Mr.
Franzien that the Council will be more than happy to meet with him on
the night of April 17.
Mayor Dogger discussed the Manpower Program with the Council and aftgr
mach discussion Motion was made by Bob Lowman and Seconded by Johnny
Pannell to hire 3 dispatchers under the Manpower program, and to try if at
all possible to hire local residents that are out of work. Motion carried
5 for 0 against.
Motion Bob Lowman Second Johnny Pannell to purchase a water tapping
machine for the Water Department. Motion carried 5 for 0 against.
Council discussed hiring a Simmer Director for Summer Recreation
program. Mrs. Robin Streff discussed the many possibilities of such a
program. The Council asked Mrs. Streff to meet with the Council
after the Regular Session was over.
Motion C.D.Whitaker Second Clifford Hart to pay bills presented. Motion
carried 5 for 0 against.
Mrs. Streff asked if the City had a leash law on dogs. Mayor advised
her that their was a law against dogs being allowed to run loose and
that the City is doing everything in their power to enforce this law.
Mayor Dogger discussed the cost of the street signs which were being
taken by vandals. Mayor promised that if the culprits were caught,
they would be prosecuted to the fullest.
Bailey Whisenant discussed the vandalism that is taking place at the
Cemetery and asked that the City help curb this problem. Walter Curtis
advised Mr. Whisenant that the City's Attorneys are drawing up an
ordinance at this time to cover this.
Mayor Dugger requested that Jim Eaton meet with the Park and Recreation
Committee and work out the problem of horses and cars creating a problem
at the park at the Elementary School.
Bill Kolander appeared and asked about the sewer line payback on Keith
' Dr.. Mayor Dugger advised Mr. Kolander that the City's Attorneys are
in the process of drawing the contracts up at this time. Mr. Kolander
also expressed his thanks to the City Council for taking the initative
in this matter.
Motion Johnnie Blankenship Second Bob Lowman that meeting adjourn into
executive session. Motion carried 5 for 0 against.

Council met with Mrs. Streff in reference to the job of Summer Recreation
Director. After much discussion, Motion was made by Johnnie Blankenship
and seconded by Bob Lowman to hire Mrs. Streff for this position if
she would accept. Motion carried 5 for 0 against. Mrs. Streff advised
the Council that she would consider it and would let them know by Monday,
April, 7, 1975•
