City Council, City of Allen
Present: Mayor Frank Dugger
Councilmen: C.D. Whitaker, Clifford Hart, Bob Lowman and
Johnny Pannell.
Absent: Johnnie Blankenship
Motion Bob Lowman Second Johnny Pannell that minutes of last meeting be
approved as read. Motion carried 4 for 0 against.
Motion C.D. Whitaker Second Clifford Hart to adopt ordinances #'s 176(per-
manent zoning of Baker -Crow property) 177 ( closing alley behind lst
Baptist Church) 178 ( adopting building code). Motion carried 4 for 0
against.
Mr. Franzen of Fox and Jacobs appeared before the Council to ascertain
what type of houses that the Council is desirous of having built in
Allen's Windridge # 1. Council advised that they would like for the
homes to be in the 1100-1200 sq. ft, range. Councilman Lowman asked
whose responsibility it would be to repair the streets after the heavy
equipment damaged same. Mr. Franzen advised that the City would be
responsible for the repair. After much discussion the Mayor and City
Council welcomed Fox and Jacobs to Allen and advised them that they were
looking forward for construction to begin.
Mayor Dagger advised those present that the City Engineer, Walter Hicks
was in Allen today and they were proceeding with the work as fast as
possible.
1 Council discussed the Manpower program under which the City was to hire
3 dispatchers, and set May 1st as thedate the dispatchers would begin work.
Motion Johnny Pannell Second C.D. Whitaker to certify the City Council
election of April 5. Motion carried 4 for 0 against.
Council appointed Wendell Housley as Civil Defense Director for the City.
Mayor Dugger praised Johnny Pannell and Johnnie Blankenship's w rk and
dedication as City Councilmen.
Mayor Dogger administered the Oath of Office to H. C. Brooks, Jr., Mickey
Pierson and Bob Lowman.
David Blackford appeared in behalf of the Parks and Recreation Board and
wanted to know the status of this Board. He explained that the Board felt
that they had been overlooked in the hiring of the Summer Recreation
Director. Mayor Dugger apologized and explained that because of Mrs.
Streff's qualifications that the Council decided to act quickly to be
sure that she was hired.
Motion C.D. Whitaker Second Bob Lowman to proclaim April 20-26 as Realtor
week. Motion carried 4 for 0 against.
Motion Loam Second Hart to pay bills. Motion carried 4 for 0 against.
Motion C.D. Whitaker Second Bob Lowman to adjourn into executive session.
Motion carried 4 for 0 against.

In executive session the City Council discussed the applications
received for the 3 positions open for dispatchers. After much discussion,
the Council agreed to interview all applicants on the night of April 21,
and to make their decision at that time.
