1. CALL TO ORDER
President Lonnie Thomas called the meeting to order at 7:00 p.m.
2. APPROVAL OF MINUTES FROM THE OCTOBER 20, 2003, MEETING
MOTION: Motion by Lee Howard to approve the minutes from October 20, 2003. Sue
Johnson seconded. The motion carried 6 for, and 0 against.
3. CITIZENS' COMMENTS
None
4. ANNUAL READING OF THE ARTICLES OF INCORPORATION
President Lonnie Thomas asked staff member, Ginni Lawrence to read the Articles of
Incorporation as required in the Corporation's by-laws.

5. CONSIDER INTRODUCTION OF ITEMS ON FIRST READING:
President Lonnie Thomas read the items for the first reading.
A. A Proposal to Authorize Up to $95,000 of Sales Tax Revenue for a 28 -passenger,
handicap -accessible Bus.
B. A Proposal to Authorize Up to $270,000 of Sales Tax Revenue for Trails Development
and Connectivity.
C A Proposal to Authorize Use Up to $200,000 of Sales Tax Revenue for Collins Square
Greenbelt Park.
D. A Proposal to Authorize Up to $250,000 of Sales Tax Revenue for Celebration Park
Sports Lighting.
E. A Proposal to Authorize Use Up to $220,000 of Sales Tax Revenue for St. Mary Drive
Construction.
F A Proposal to Authorize Up to $219,000 of Sales Tax Revenue for Allen Heritage Guild
Historic Village.
MOTION: Motion by Richard Kessler to approve the items on first reading. Sue Johnson
seconded. The motion carried 6 for, and 0 against
6. CONSIDER AMENDMENTS TO ITEMS ON SECOND READING:
President Lonnie Thomas read the items for the second reading.
A. A Proposal to Authorize Up to $95,000 of Sales Tax Revenue for a 28 -passenger,

B. A Proposal to Authorize Up to $270,000 of Sales Tax Revenue for Trails Development
