CALL TO ORDER President Lonnie Thomas called the meeting to order at 7:00 p.m. 2. APPROVAL OF MINUTES FROM THE NOVEMBER 17, 2003, MEETING MOTION: Motion by Debbie Stout to approve the minutes from November 17, 2003. Sue Johnson seconded. The motion carried 7 for, and 0 against. 3. CITIZENS' COMMENTS None 4. PRESENTATION RELATING TO 4B LAW AND C.D.C. PROJECTS . Pete Smith, City Attorney City Attorney Pete Smith gave a PowerPoint presentation advising the Board on the new changes to the 4B Law PAGE ALLEN CDC MINUTES December 15, 2003 5. CONSIDER FINAL AUTHORIZATION OF ITEMS ON THIRD READING: President Lonnie Thomas read the items for the third reading. A. A Resolution Authorizing Up to $95,000 of Sales Tax Revenue for a 28 -passenger, handicap -accessible Bus. B. A Resolution Authorizing Up to $270,000 of Sales Tax Revenue for Trails Development and Connectivity. C. A Resolution Authorizing Up to $200,000 of Sales Tax Revenue for Collins Square Greenbelt Park. D. A Resolution Authorizing Up to $250,000 of Sales Tax Revenue for Celebration Park Sports Lighting. E. A Resolution Authorizing Up to $220,000 of Sales Tax Revenue for St. Mary Drive Construction. F A Resolution Authorizing Up to $219,000 of Sales Tax Revenue for Allen Heritage Guild Historic Village. MOTION: Motion by Lee Howard to approve the items on third reading. Sue Johnson seconded. The motion carred 7 for, and 0 against. 6. OTHER BUSINESS A. Revenue Report There were no questions on the Revenue Report. B. Balance Sheet There were no questions on the Balance Sheet C. WHEREAS, at a regularly scheduled meeting of the Board of Directors of the Allen Community Development Corporation, with a quorum of said Board in attendance, it was proposed that the Corporation provide funding for the Allen Drive Improvements ("the Project"); and WHEREAS, the Board finds that such a Project is suitable for public improvements, and therefore is a project authorized by Section 4B, Article 5190.6, Vernon's Texas Civil Statutes, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE ALLEN COMMUNITY DEVELOPMENT CORPORATION, COLLIN COUNTY, TEXAS, THAT: SECTION 1. The Allen Community Development Corporation shall authorize the City of Allen to use up to $95,000 in proceeds from the Corporation's sales tax revenue for the purchase of a 28 - passenger, handicap -accessible bus. SECTION 2. Public notice was given as required by law and a public hearing was conducted on the 20th day of October, 2003, to receive comments for or against the project. PASSED on the first reading by the Board of Directors of the Allen Community Development Corporation, Collin County, Texas, on the 17th day of November, 2003.
