With a quorum of the Allen City Council present, the Workshop of the Allen City Council was called
to order by Mayor Brooks at 6:13 p.m. on Tuesday,November 28,2023,in the Boardroom of the Allen
ISD Professional Learning and Auxiliary Services Building, 610 E.Bethany Drive,Allen,Texas.

With no further discussion, Mayor Brooks adjourned the Workshop of the Allen City Council at

Regular Meeting
1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday,November 28, 2023, in the Boardroom of
the Allen ISD Professional Learning and Auxiliary Services Building, 610 E. Bethany Drive, Allen,
Texas.
2. Pledge of Allegiance
Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence.
3. Public Recognition
3.1 Presentation of Proclamations by the Office of the Mayor.

4. Citizens' Comments
There were no speakers.
5. Consent Agenda
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Cornette,the
Council voted seven(7) for and none(0)opposed to approve the Consent Agenda as follows:
5.1 Approve Minutes of the November 14,2023,Regular City Council Meeting.
5.2 Award a bid and authorize the City Manager to execute an agreement with Ratliff
Hardscape LTD for citywide on-call screening wall and neighborhood entryway repair
and replacement for$900,000 with options for five (5) one-year renewals.
5.3 Authorize the City Manager to execute a contract addition with Unite Private
Network/Fiber Platform to lease dark fiber services for Stacy Road Pump Station for ten
years,averaging an annual amount of$12,000 for a total average annual cost of$125,400
for all ten leased lines across the city.
5.4 Adopt a resolution supporting the bid for the 2025 Texas Recreation and Park Society
(TRAPS)Institute and Expo.
RESOLUTION NO.4052-11-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING THE BID FOR THE 2025
TEXAS RECREATION AND PARK SOCIETY (TRAPS) INSTITUTE AND EXPO
SUBMITTED BY THE CITY OF ALLEN'S PARKS AND RECREATION DEPARTMENT;
PROVIDING FOR FINDINGS OF FACT AND PROVIDING FOR AN EFFECTIVE DATE.
The motion carried.

6. Regular Agenda
6.1 Conduct a Public Hearing and adopt an Ordinance to establish a Planned Development
with a base zoning of Corridor Commercial regulating the development and use of Lot
1R,Lot 2R1, and Lot 3R,Block 1, Cyrus One Allen. [Cyrus One]
Mayor Brooks opened the public hearing.
With no one speaking,Mayor Brooks closed the public hearing.
ORDINANCE NO. 4053-11-23: AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND
DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY
AMENDING THE REGULATIONS RELATING TO THE USE AND DEVELOPMENT OF
LOTS 1R, 2R1, AND 3R, BLOCK 1, CYRUS ONE ALLEN, PRESENTLY ZONED AS
PLANNED DEVELOPMENT "PD" 128 CORRIDOR COMMERCIAL AND
AGRICULTURAL/ OPEN SPACE BY CHANGING THE ZONING AND CREATING
PLANNED DEVELOPMENT "PD" 128A FOR CORRIDOR COMMERCIAL "CC" USES
AND ADOPTING DEVELOPMENT REGULATIONS, A ZONING EXHIBIT, CONCEPT
PLAN, AND BUILDING ELEVATIONS; PROVIDING FOR A CONFLICTS
RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM
OF TWO THOUSAND DOLLARS($2,000)FOR EACH OFFENSE;AND.PROVIDING AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tem Schulmeister and a second by Councilmember Shafer,
the Council voted seven(7) for and none (0) opposed to adopt Ordinance No. 4053-11-23, as
previously captioned,to amend Planned Development No. 92. The motion carried.
7. Other Business
7.1 Calendar.
• December 2 - Holly Jolly 5K and Fun and Celebration featuring the Christmas Tree
Lighting
7.2 Items of Interest.
• Councilmember Cornette invited residents to sign up for the VFW's Operation North Pole
on Saturday,December 9.
• Mayor Pro Tem Schulmeister recognized resident Bill Wickman on his 100th birthday.
• Mayor Brooks encouraged Allen residents and businesses to donate to the ACO's North
Pole Toy Drive.
• Mayor Brooks announced upcoming holiday events being held in Downtown Allen,
including the Allen Philharmonic Symphony'.s Concert at the Allen Library, the Kiwanis
Breakfast,Holly Jolly Celebration, and the Rotary's Christmas Parade.
• Councilmember Baril encouraged Allen residents to support the Allen Eagles Football
Team as they play in the Semi-Finals in Southlake.

• Councilmember Baril shared about the dedication of the new Center for Healing in
partnership with LifePath Systems, to provide free and accessible trauma recovery
services to those affected by the Allen Outlet Mall shooting of May 6, 2023.
Mayor Brooks recessed the Regular Session at 7:25 p.m.
8. Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive
Session at 7:30 p.m. on Tuesday, November 28, 2023, in the Conference Room of the Allen ISD
Professional Learning and Auxiliary Services Building, 610 E. Bethany Drive, Allen, Texas, in order
to discuss matters pertaining to:
8.1 Pursuant to Texas Government Code: Section 551.087 of the Economic Development
Deliberations and Section 551.072 Deliberation of Real Property
• Development of Phase 1 of Downtown
• Retail Project
The Executive Session adjourned at 8:23 p.m. on Tuesday,November 28,2023.
8.2 Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:26 p.m. on Tuesday,
November 28, 2023, in the Boardroom of the Allen ISD Professional Learning and Auxiliary
Services Building,610 E.Bethany Drive,Allen,Texas.No action was taken on items discussed
during the Executive Session.
9. Adjournment
Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 8:26 p.m. on Tuesday,
November 28,2023.
