City Council, City of Allen
Present: Mayor Frank Lugger
Councilmen: Bob Lowman, A.C. Brooks, Jr., Clifford Hart,
Mickey Pierson and C.D.Whitaker.
Motion Bob Lowman Second C.D. Whitaker that minutes of last meeting
be approved as read. Motion carried 5 for 0 against.
John Looney of Southern Sanitation requested a 40¢ per customer
increase on garbage pickup. Mr. Looney stated that this was
needed to offset the rising costs of equipment and labor. Mayor
Lugger and Council advised that they would table this matter until
the City is furnished an operating statement from Southern Sanitation.
Charles Triplett of Tripletts Sanitation requested that he be allowed
to bid on the garbage service. Council advised that they would take
this matter into consideration.
Larry Moore, President of the Allen Junior Athletic Assoc., presented
a requests for funds for the year of 1976. Mr. Moore stated that he
was of the opinion that Allen has one of the best facilities for
football in the area. Mr. Moore also advised that there is plenty of
room to install a baseball field at the park site. He also advised
that the baseball and football programs are considering merging their
efforts. Council advised Mr. Moore that they would like to see a
copy of the baseball projected expenses for 1976 before they make a
decision.
Robin Streff of the Summer Recreation Depatrment requested that the program
expand this year. After much discussion Council advised her to call a
meeting of the town people and find out where they want to go with
this program.
Charles Robinson requested that the City set the speed limits at 10
mph in the alley of the City of Allen. Mr. Robinson cited the fact
that several children have come close to tragedy at the hands of
speder in the alleys. Motion Mickey Pierson Second Bob Lowman that
the speed limit of all alleys shall be 10 mph. Motion carried 5 for
0 against.
Gretchen Renee appeared and requested answers to secw_ral questions
her group had thought of. Questions were as follows:

Suzanne Brooks, Co -Chairperson, of the Bicentennial Committee appeared
and discussed the planned activities of the Committee. She advised
the Council that she needed for the Council to make a proclamation
and a resolution for support of the Bicentennial Committee. She also
requested.that the Committee be permitted to places time capsule in
the flower bed at City Hall. Motion Bob Lowman Second Mickey Pierson
that June 25-27 be proclaimed as Bicentennial Celebration. Motion
carried 5 for 0 against. Motion Bob Lowman Second C.D. Whitaker
that Bicentennial Committee be permitted to use flower bed at City

Hall to place time capsule. Motion carried 5 for 0 against.
Phil Pringle and Bob Carr and questioned the zoning on certain property.
After much discussion, Council advised that they would make certain
that structures and property would be properly constructed per zoning
requirements.

What was the original bid and what did the system actually cost us?
What is it going to cost us in the future to get the system running?
Is our present water department licsensed by the state? What grade of
licsense to these men have? Has an outside engineering firm been con-
sulted or is one going to be consulted? We also wanted to know why
there had been an increase in the water bills. We understand that
our water bills are higher than Planos? What will be the increase
in the future? Council advised that the answers to these questions
will be published in the Allen American.
Sam Harris asked what was going to be done with the old system? Council
advised that this system would be kept on standby.
Director of Public works Jim Eaton presented 3 bids fora new Centrifugal
pump. Low bid was Bowles and Edens at $ 581.00. Motion Mickey Pierson
Second Clifford Hart to accept bid of Bowles and Edens. Motion carried
5 for 0 against.
Motion Bob Lowman Second Mickey Pierson to pay bills. Motion carried 5
for 0 against.
Motion Mickey Pierson Second Bob Lowman to place $ 500,000.00 Street
and drainage bond election on ballot. Notion carried 5 for 0 against.
Motion Bob Lowman Second Clifford Hart that meeting adjourn. Motion
carried 5 for 0 against.
