Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:00 p.m. on Monday, November 9, 2015 in the Parks and
Recreation Conference Room of the Municipal Court and Parks and Recreation
Administration Building at 301 Century Parkway, Allen, Texas.
1) Election of Officers
Chair Losavio, opened the floor for nominations of Chair, Vice -Chair and Secretary.
After a short discussion, the following motions were made.
Motion: Upon a motion by Board Member Cowart and a second by Board Member
Davidson, the Board voted six (6) for and none (0) opposed to reappoint
Tricia Losavio as Chair. The motion carried.
Motion: Upon a motion by Board Member Davidson and a second by Board
Member Cowart, the Board voted six (6) for and none (0) opposed to
reappoint John Holley as Vice -Chair. The motion carried.

Motion: Upon a motion by Board Member Cowart and a second by Board Member
John Holley, the Board voted six (6) for and none (0) opposed to appoint
Paul Davidson as Secretary. The motion carried.
2) Approve Minutes of the October 12, 2015 Called Meeting
Motion: Upon a motion by Member Cowart and a second by Member Davidson the
Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the minutes from the October 12, 2015 Called Meeting with the
amendment to add first names when referencing members Holley. The
motion carried.
3) Recommend City Council Adopt the Parks and Open Space Master Plan Update
Tim Dender, Director, Parks and Recreation Department asked for any questions or
comments on the Parks and Open Space Master Plan Update. Hearing none the
following motions were presented.
Motion: Upon a motion by Chair Losavio and a second by Member Larry Holley the
Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the Parks and Open Space Master Plan Update as presented. The
motion carried.
Motion: Upon a motion by Member Cowart and a second by Member John Holley
the Parks and Recreation Board voted six (6) for and none (0) opposed to
recommend City Council adopt the Parks and Open Space Master Plan
Update. The motion carried.
4) Appointment of a Fee Review Subcommittee
Chair Losavio appointed Members Cowart and Davidson to serve on the Fee Review
Subcommittee.
5) Appointment of Senior Advisory Committee Representative
Chair Losavio appointed Member Hayes to serve as the Senior Advisory Committee
Representative.
6) Project Proposal from Girl Scout Troop 3130
Girl Scout Troop 3130 spoke to the Board concerning the placement of an Automated
External Defibrillator (AED) at Allen Station Park. The troop presented research they
had completed, as well as noted that they received signatures from residents at the park
in support of this effort. Following the presentation there was a short discussion
among the Board resulting in a request that staff further assess the possibility of
placing an AED at this location.
7) Update on Park Projects

Staff will be reviewing design/development plans this week. Items that are
expected in Phase I are trail, four softball fields, restrooms, concession area and
parking.
b. Ford Pool Renovation
The project came in significantly over budget so staff has been further
negotiating fees with the contractor, value engineering items, and have also
requested additional funding from CDC. The contract is scheduled to go to
Council on November 10, 2015.
c. G.O. Bond Process
Over the last five weeks G.O. Bond subcommittees have been meeting to
review and provide input on potential future bond projects. Subcommittee
chairs will present these results to the Steering Committee on November 12,
2015. Possible projects include a west side recreation center, Molsen Farm,
land acquisition and Watters Branch Community Park Phase II.
8) Adjourn

Motion: Upon a motion by Board Member Davidson and a second by Board
Member John Holley, the Board voted six (6) for and none (0) opposed to
adjourn the meeting at 8:02 p.m. The motion carried.
