City Council Minutes
Present: Mayor Frank Dagger
Councilmen: Bob Lowman, C.D. Whitaker, H.C. Brooks, Jr., and Mickey
Pierson.
Absent Clifford Hart
Motion Mickey Pierson Second C.D. Whitaker that minutes of last meeting be
approved as read. Motion carried 4 for 0 against.
Bob Smith and Wendell Seamen of the Planning and Zoning Commission alpeared and
tendered their resignations from said commission. Mayor Dogger commended both men
for their work on this commission.
Public hearing was held on reauest for changing the H. L Cain property, located
behind the Texaco station, from Incal Retail to Outside Commercial, H.L. Cain
spoke for the change. No one opposed. Motion Bob lawman Second C.D. Whitaker
to leave the property zoned as is with an exception for car wash and that the
property must have a fence around it. Motion carried 4 for 0 against. 8' solid fence.
Public hearing was held on request By First Baptist Church to ebange the zoning
of properties at 207 Belmont and 201 S. Cedar from R-16 to CF. Roger Powell spoke
for the request. No one opposed. Motion C.D. Whitaker Second Mickey Pierson
that this request be granted. Motion carried 4 for 0 against.
Public hearing was held on request by Brannon Building Co. to overlap the offset
lines on the property at Int 9 Block 12 of 1Wle- Gn rl Division. The planning
and zoning Commission approved this request. Motion C.D. Whitaker Second Bob
Inwman that this request be granted. Motion carried 4 for 0 against.
Mayor Dogger read a letter from Mrs. Madilyn Wilder and Mary Anna Allen requesting
that their property be de -annexed form the Allen City limits. Motion Bob lawman
SEcond H.C. Brooks, Jr., to set April 15, 1976 as date for public hearing on this
request. Motion carried 4 for 0 against.
Bob Carr appeared in reference to letter he received from the City about cleaning up
this property. Mayor Cagger commende Mr. Carr for his attitude and desire to do
what is right.
Dale Williams of the Summer baseball program appeared and presented bids for lighting
Field # 3• Inw bid was Moore Electric with a bid of $ 11,787.00. Motion Mickey
Pierson Second C.D. Whitaker to approve the Bid of Moore Electric. Motion carried

Robin Streff of the Summer recreation program appeared and advised the Council of
her plans for the program. Council advised her to proceed with her plans.
Jim Eaton of the Public Works dept, presented bids for a new track for his departmen
low bid was Fisher Ford with a bid of $5097.36 however they did not show a transmissia
for the truck. Motion Mickey Pierson Second C.D. Whitaker to approve bid of Fishcer
Ford if they mould include an automatic transmission. Motion carried 4 for 0 against.
Fishcer bid did not include a transmission and next low bid was Tedford Chevrolet.
Police Chief Anthony Hancock advised the Council that Manpoeer had approved the raises
of the dispatchers. Also discussd the street sign project with the council.

Civil Defense Director Wendell Housley requested that he be allowed to attend
Seminars in the future. Council advised Mr. Houley that they thought he should
attend some of these seminars.
Motion H.C. Brooks, Jr.., Second C.D. Whitaker to pay bills with the exception of
Warren Texaco. Motion carried 4 for 0 against.
Motion Mickey Pierson Second H. C. Brooks, Jr., to appoint Roger and John loutherback
to the planning and zoning commission. Motion carried 4 for 0 against.
Motion Mickey Pierson Second Bob Iowman that meeting adjourn. Motion carried 4 for 0
against.
