Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public Art
Committee was called to order by Chair Carroll at 6.03 p.m. on Tuesday April 19, 2016 in the
Council Conference Room of Allen City Hall at 305 Century Parkway, Allen, Texas.
1. Approve minutes from the March 15, 2016, Regular Meeting
MOTION: Upon a motion made by committee member Wittsche and seconded by Bennett
committee member, the committee voted five (5) for and none (0) opposed to
accept minutes from the March 15, 2016 regular meeting as presented.
Discussion Items
2. Review and Discuss Revised Concept Sketches for Watters Branch Park Public Art Project
A Skype call was conducted with May and Watkins to review additional bench concepts, bike
racks and restroom building enhancements. After discussion the Committee asked that the
sculpture count be reduced to four, removing the bee balm sculpture and prices be submitted for
two bike racks, two benches, and 3 bouncy seats, in addition to the sculptures on the facade of the
restroom building. The Committee would also like to see the red hot poker as a facade design.
3. Review Allen Public Art Master Plan Update
The Allen Public Art Master Plan Update will be reviewed with City Council by Meridith
McKinley, Via Partnership and staff at the April 26, 2016 Council Workshop. Following the

workshop and with any feedback provided, the item will be brought to the Committee for formal
recommendation at the May meeting.
4. Board Evaluation
The Committee worked collectively to complete the evaluation. Staff will compile and submit to
the City Secretary's Office.
5. Update on Current Projects
The Committee was presented as memo noting that the additional funds previously committed for
the column construction would be needed for the Ford Pool project. Staff has been working to
finalize the remaining details on the contract with the artist, and it is anticipated to be brought to
City Council late May or early June.
