City Council, City of Allen, Texas
Present: Mayor Frank Dagger
1 Councilpersons: H.C. Brooks, Jr., Bob Lowman, Eileen Tollet, Mickey
Pierson and Charles Chandler.
Motion Bob Lowman Second Mickey Pierson that minutes of last meeting be approved
as read. Motion carried 5 for 0 against.
Motion Mickey Pierson Second Bob Lowman to adopt ordinance #190 changing
water and sewer tapping fees. Motion carried 5 for 0 against.
Motion Bob Lowman Second Eileen Tollett to adopt ordinance # 189 rezoning
lots in Block J and Block 14 of Old Donation to CF Community Facility.
Motion carried 5 for 0 against.
Motion Mickey Pierson Second Bob Iowman to adopt Ordinance # 191 setting the
speed limits in alleys at 10 miles per hour. Motion carried 5 for 0 against.
Motion H.C. Brooks, Jr., Second Mickey Pierson to adopt ordinance # 192 providing
that the property located in W.J.JAckson Survey, Abst. # 484 be issued a specific
use permit dor the operation of a car wash. Motion carried 5 for 0 against.
Dennis Miller, resident of Windridge addition, spoke for several of the citizens
from the addition about the problem they are having in trying to ascertain their
property lines for the purpose of fencing. After much discussion, Mayor Dogger
advised that it would be best if Mr. Miller would attend the next meeting at
which time there would be a representative from Texas Power and light present.
Fire Chief Ron Gentry presented bids on walkie talkie for the Fire Dept. Motion
H.C. Brooks, Jr., Second Eileen Tollett to accept low bid of Golden Circle in the
amount of $704.60. Motion carried 5 for 0 against.
Council discussed the new water rate schedules presented by City Engineer Walter
Hicks. After much discussion, Motion Bob Lowman Second Mickey Pierson to adopt
Rate 4 submitted by Walter Hicks. Motion carried 5 for 0 against.
Mayor Dagger read a letter from McKinney Fire Marshall Tinker Taylor requesting
that the City of Allen help pay for ambulance service dispatching in the amount
of $2800.00 per quarter. Since there had been only 4 ambulance runs to Allen in
the 1st quarter, Motion Bob Lowman Second Mickey Pierson to refect this request.
Motion carried 5 for 0 against.
Motion Mickey Pierson Second H.C. Brooks, Jr., to pay bills presented with the
exception of Fairview Nursery. Motion carried 5 for 0 aglinst.
Lou Rogers of the Water Dept. discussed the increase he was supposed to receive
when he was able to return to full duty. Council advised that this would be left
up to his supervisor, Jimmy Eaton.
Robin Streff appeared on behalf of the summer recreation program. She advised that
she had attended the swim club meeting and that they had told her that the fees
1 would be $50 for 3 hours. Council advised her to discuss this further with the
swim club directors and see if this was there only rate.
Motion Bob Lowman Second Mcikey Pierson that Council adjourn into executive session.
Motion carried 5 for 0 against.
