1. Call to Order and Announce a Quorum is Present.
With a quorum of the Commissioners present, Pt Vice-Chair Smiddy called the meeting to order
at 7:00 p.m. in the City Hall Council Chambers Room at Allen City Hall, 305 Century Parkway,
Allen,Texas,75013.
2. Pledge of Allegiance.
3. Consent Agenda.
(Routine P&Z business. Consent Agenda is approved by a single majority vote. Items may be
removed for open discussion by a request from a Commission member or member of staff)
3.1 Receive the Director's Report on action taken on the Planning and Zoning Commission items
by City Council at the January 9,2024, and January 23,2024,Regular Meetings.
3.2 Approve Minutes from the January 2, 2024, Planning and Zoning Commission Regular
Meeting.
3.3 Consider a request for a Replat of Lot 2R2,Block A,Allen Commerce Center Addition,in the
George Phillips Survey, Abstract No. 701 and Joseph Dixon Survey, Abstract No. 276,
generally located on the northwest corner of Central Expressway and Allen Commerce
Parkway. [Rooms To Go]
Motion: Upon a motion by 2nd Vice-Chair Stocker, and a second by Commissioner
Westgard,the Commission voted 4 IN FAVOR and 0 OPPOSED to approve
the Consent Agenda items as presented.
The motion carried.

4. Regular Agenda.
4.1 Conduct a public hearing and consider a request to amend the Allen Land Development Code
by (a) amending Section 4.08.19 of the Allen Land Development Code to establish a new
Civic Overlay District within the Downtown District, and amending or adding various
regulations within said section to provide for the development and use of the property within
the Civic Overlay District; and(b) amending Appendix"A"of the Allen Land Development
Code to establish a new definition for a"Public Safety Facility." [ALDC-Downtown District
Civic Overlay]
Mr.Kurbansade,Director of Community Development,presented the item to the Commission
and stated that staff recommends approval of the item.
ls'Vice-Chair Smiddy opened the public hearing.
With no one speaking, ls'Vice-Chair Smiddy closed the public hearing.
The Commission discussed the following:
• Building types;
• Building orientation; and
• Screening.
Commissioner Stocker discussed removing the Traditional Downtown Retail Building Type
from the permitted building types in the Civic Overlay District.
Motion: Upon a motion by 2°d Vice-Chair Stocker, and a second by Commissioner
Walker,the Commission voted 4 IN FAVOR and 0 OPPOSED to recommend
approval of an ordinance to amend the Allen Land Development Code, as
presented, with the exception that Traditional Downtown Retail Building
Type for the Civic Overlay District not be permitted.
The motion carried.
5. Executive Session.(As needed)
The executive session was not held.
6. Adjournment.
The meeting adjourned at 7:17 p.m.
