Call to Order and Announce a Quorum is Present • With a quorum'of the Allen City Council and Planning and Zoning Commission present, the Joint Workshop of the Allen City Council and Planning and Zoning Commission was called to order by Mayor Brooks at 6:00 p.m. on Tuesday,February 13,2024,in the Basement Meeting Rooms A and B of Allen City Hall,305 Century Parkway,Allen,Texas. 2. Discussion Items 2.1 Discussion regarding Comprehensive Plan Update. 2.2 Committee Updates from City Council Liaisons. 2.3 Questions on the Current Agenda. Adjourn to Regular Meeting With no further discussion,Mayor Brooks adjourned the Joint Workshop of the Allen City Council and Planning and Zoning Commission at 6:48 p.m. on Tuesday,February 13, 2024, in Basement Meeting Rooms A and B of Allen City Hall,305 Century Parkway,Allen,Texas. Regular Meeting 1. Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was called to order by Mayor Brooks at 7:00 p.m. on Tuesday,February 13,2024,in the Council Chambers of Allen City Hall,305 Century Parkway,Allen,Texas. 2. Pledge of Allegiance Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence. 3. Public Recognition 3.1 Presentation of a Proclamation by the Office of the Mayor. • Engineers Week 3.2 Introduction of City of Allen Chief of Police Steve Dye. 4. Citizens' Comments Erica Van Houton, 927 Garden Park Drive, Allen, Texas, addressed the Council regarding setting a vision for Allen. Allen residents addressed the Council regarding the conflict in Israel and the Palestinian territories: Judy Cote; Sigal Davidow;Rivae Campo;Sana Khan;Khansa Khatoon;and Yousuf Abu-Amara. The following individuals registered to speak; however, the time for Citizen Comments had expired: Inna Gershfeld,Allen,Texas;Alfiya Vali,Allen,Texas; Maher Iskandar,Allen,Texas;Maryam Yousafzai, Allen,Texas;Eric Schaffer,Dallas,Texas;Joe Weisbord,Dallas,Texas;Karen Roettele,Allen,Texas; Toufica Said,Rowlett,Texas;.and,Natalie Kornblit,Dallas, Texas. 5. Consent Agenda MOTION: Upon a motion made by Councilmember Shafer and a second by Mayor Pro Tem Schulmeister, the Council voted seven (7) for and none (0) opposed to approve the Consent Agenda as follows: 5.1 Approve minutes from the January 23,2024,Regular City Council Meeting. 5.2 Adopt a Resolution ordering the May 4, 2024, Joint General Election and authorize the City Manager to enter into a Joint General Election Services Agreement with the Elections Administrator of Collin County. ALLEN CITY COUNCIL REGULAR MEETING FEBRUARY 13,2024 RESOLUTION NO. 4061-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A JOINT GENERAL ELECTION TO BE HELD ON MAY 4, 2024, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBERS FOR PLACE NOS. 1. 3, AND 5; DESIGNATING THE LOCATION OF POLLING PLACES; ORDERING NOTICE OF ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH ELECTION;AUTHORIZING EXECUTION OF JOINT ELECTION AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE. 5.3 Consider all matters incident and related to declaring expectation to reimburse expenditures with proceeds of future debt, including the adoption of a resolution pertaining thereto. • RESOLUTION NO. 4062-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING EXPECTATION TO REIMBURSE EXPENDITURES WITH PROCEEDS OF FUTURE DEBT. 5.4 Award Bid and authorize the City Manager to execute an agreement with Ratliff Hardscape,Ltd.,for the 2024 Street and Alley Rehabilitation Project for$4,161,974. 5.5 Authorize the City Manager to execute an agreement with Mart, Inc., through The Interlocal Purchasing System(TIPS)for public restrooms,showers,and hallway tilework at the Don Rodenbaugh Aquatics Center for$109,474. 5.6 Authorize the City Manager to execute a five-year lease agreement with PNC Equipment Finance,LLC,for one hundred(100)golf carts for an annual lease amount of$162,556. The motion carried. 6. Regular Agenda • 6.1 Appoint to fill vacancies on the Allen Economic Development Corporation, Board of Adjustment,Building and Standards Commission and Sign Control Board, Community Engagement Advisory Board, Parks and Recreation Board, and Planning and Zoning Commission,as recommended by the Council Nominating Committee. MOTION: Upon a motion made by Councilmember Trahan and a second by Councilmember Corneae, the Council voted seven (7) for and none (0) opposed to appoint the following individuals to the named Boards listed below, as recommended by the Council Nominating Committee. Terrell Recreation Center. 7.2 Items of Interest. • Councilmember Baril encouraged residents to contact him if interested in attending the 3`d Interfaith Dinner and Dialogue event at Creekwood United Methodist Church on February 15. • Mayor Brooks announced the Collin County Annual Martin Luther King,Jr. Celebration event at Creekwood United Methodist Church on February 19. • Council wished happy birthday to Deputy City Manager Strong. ▪ Councilmember Shafer congratulated the Public Safety Recovery Fund for another outstanding Police vs.Fire Charity Hockey Game, and the Police Team for the win. • Councilmember Cornette asked for well-wishes for a member of the VFW Color Guard. 8. Executive Session An Executive Session was not held. 9. Adjournment • Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 7:42 p.m. on Tuesday, February 13,2024.
