Present: Mayor Frank Dugger
Councilpersons: Charles Chandler, Eileen Tollett, Mickey Pierson and
A.C. Brooks, Jr.
Absent: Bob Lowman
Motion Pierson Second Tollett that minutes of last meeting be approved as read.
Motion carried 4 for 0 against.
Mayor Dogger read letter from Planning and zoning Commission approving Roger
Chaney's request for special exception request to allow self service gas pumlps
at drive in grocery to be located at 2170. Motion Pierson Second Chandler to
set September 2, 1976 as date for public hearing on this request. Motion
carried 4 for 0 against.
Mayor Dugger reed letter from planning and zoning commission denying request
of Hal Mayfield to change zoning of property located at Jupiter Rd, and Chapparal
from R-2 to R-5. Since Mr. Mayfield had asked to be on the agenda but was not
in attendance, Mayor Dugger and Council decided to hold this matter in abeyance.
Mayor Dogger read letter form planning and zoning commission approving request
of Oliver Daniel on wining change on property on Chapparal Dr, from R-2
to R-4. Motion Pierson Second Brooks to set September 2, 1976 as date for
public hearing. Motion carried 4 for 0 against.
Motion Chandler Second Brooks that tax rate remain $1.25 per $100.00 on 50%
evaluation for the next year. Motion carried 4 for 0 against.
Letter was read from D.L. Rountree, Superintendent of Allen School District
requesting that the ag farm be allowed to hook up to Allen Water System
Motion Pierson Second Tollett to allow Ag farm to tie in to Allen Water System.
Motion carried 4 for against.
Motion Pierson Second Tollett to adopt ordinance#193 setting new water
and sewer rates for the City of Allen. Motion carried 4 for 0 against.
Motion Pierson Second Chandler to adopt ordinance #194 creating fire district
in the City of Allen. Motion carried 4 for 0 against. I
Motion Chandler Second Tollett to adopt ordinance # 195 authorizing committee
todecide location of traffic control devices and the installation`of new
devices in the City of Allen. Motion carried 4 for 0 against.
Motion Pierson Second Chandler to adopt ordinance # 196 establishing a
municipal disaster emergency service committee. Motion carried 4 for 0 against.
Motion Pierson Second Chandler to adopt ordinance # 197 changing zoning
of lots iB, 2, and 3 in Block D of Old Donation from R-16 to OC. Motion
carried 4 for 0 against.
MotAon Pierson Second Chandler to adopt ordinance # 198 requiring permit for
fence installation and setting fee for same. Motion carried 4 for 0 against.
Some Allen residents appeared and reminded the Council of the problem with
the school children and the traffic on 2170. After much discussion, Mayor
Dugger and Council advised Police Chief Hancock to contact the State Highway
Dept. and ask permission to move the 20 mph signs further east on 2170 towards
Allen Heights. Council also advised that they will also study the possibilities
of a crosswalk in this area.

Representatife of Raldon Corporation appeared and requested permanent zoning
of 98 acres west of Hwy. 5. Motion Pierson Second Chandler to set date
of September 2, 1976 for public hearing on request of Raldon Corporation
to zone this 98 acres 64 acres -R5,6 acres -R-16, 8 acres -LR, 20 acres-TH.
Motion carried 4 for 0 against.
Motion Pierson Second Tolett to send a Police car with the Allen Football
team when it goes to Ferris. Motion carried 4 for 0 against.
Motion Brooks Second Chandler to pay bills. Motion carried 4 for 0 against.
Bids were opened on backhoe for Water and Street Dept. After Superintendent
E ton studied all the specs from each bidder it was decided that the one with
m8st of the specswas Trinity Equipment. Motion Pierson Second Brooks to
accept bid of Trinity equipment if and when the City purchases a backhoe.
Motion carried 4 for 0 against.
Motion Pierson Second Chandler that meeting adjourn, Motion carried 4 for 0 against.
