Present: Mayor Frank Bugger
Councilpersons: H.C. Brooks, Jr., Eileen Tollett, Charles Chandler, and
Bob Lowman
Absent: Mickey Pierson
Motion Chandler Second Lowman to adopt minutes as read. Motion carried
4 For 0 Against.
A Resolution was adopted which was to be sent to the Texas Utilities
Commission stating their objections to TP & L's request for a 34% increase.
Motion Lowman Second Tollett to approve this resolution. Motion carried
4 For 0 Against.
Roger Powell made recommendation that the Council accept the proposal of
Sam Wyse and Associates for the Land Use Study.The Federal Grant in the
amount of $3968 will be used for a study of land use, housing and his-
torical preservation. Motion Lowman Second Tollett for Mayor
Dagger to sign contract. Motion carried 4 For 0 Against.
A public hearing was held on the 48 acre tract of land in the McBain Jameson
Survey. Motion Lowman Second Brooks to approve Hal Mayfield's request to
change the zoning from R2 to LR -Pd, R5 -Pd and R4 -Pd . Motion carried 4 For

Motion Lowman Second Chandler to set April 2 as the date for City Officers
Election, as places for 3 Council persons will be filled. Those whose
terms will expire are H.C. Brooks, Mickey Pierson and Bob Lowman. Motion
Lowman second Chandler. 4 For 0 Against.
Robin Streff would like to continue with the Summer Recreation Program for
the 1st session during the summer in a half time capacity with an assistant
to be hired and trained during this time. Mrs. Streff would finalize her
service at the end of this lst session and the assistant wouldbe assuming
the capacity as Director during the 2nd half. Mrs. Streff and Juanelle
Cooksey are to work together in securing an assistant.
Bids were opened on the Fire Station addition with C & M Contracting Co
receiving the contract with a low bid of $14,842. E & E Construction
bid was for $18,235 and Robert Pittman - $19842.86. Notion HC Brooks
Second Chandler to accept bid of C & M Construction to build to our
specifications. Motion carried 4 For 0 Against.
Motion Brooks Second Tollett to schedule the first extra trash pick up
day as February 16. for items not ordinarily picked up. This service to
be for 1 day a month at a charge to us of $100. Motion carried 4 For
0 Against.
Dale Williams, Director of the Allen Sports Association presented his
budget for 1977 season. Several recommendations were made. The Council
advised that they would advertise their need for a few acres of land
otlm=d for recreational facilities as this is one of the most urgent
needs right now with so many kids participating in sports. Also advised
Dale to draw up plans for a storage building for recreational supplies.
A motion was made by Lowman, Second Chandler to hire a man, under the

Water and Sewer Department to primarily maintain all recreational facilities.
This carried 4 For 0 Against. Also allowed him to schedule adult games on
Wednesday nights. Motion Brooks Second Tollett to give Allen Sports Assoc-
iation 10,000 for this season. 4 For 0 Against.
Authorized Ronald Gentry to have a business phone for Fire Department
to be installed, possibly as an extension from Jimmy's phone in the
Water & Sewer office.
Motion Brooks Second Tollett to give Tom Light $200 for designing the
addition to the Fire Dept. 4 For 0 Against.
Motion Brooks Second Tollett to hire Hubert Bardwell to paint the inside
of the City Hall for $150. 4 For 0 Against.
Motion Lowman Second Brooks to pay bills as presented. 4 For C Against.
Motion Lowman Second Tollett to adjourn into executive session with
Chief Hancock. Carried 4 For 0 Against.
