The oath of office was given by Mayor Dogger to the incumbent B.C. Brooks

Present: Mayor Frank Dogger
Councilpersons: R.C. Brooks, Eileen Tollett, and Joe Farmer
Absent: Bob Lowman,M.B. Pierson and Charles Chandler.
The minutes were approved as read by a motion from Tollett and second
by Brooks. Motion carried 3 For 0 Against.
Mrs. Linda Meyer questioned the council at length about the Southern
Building Code definitions and regulations, as well as the enforcement
of such. Councilman Farmer requested that she give us a written
description of her complaints in order to determine if these things
are in violation of our Building Codes or ordinances. She indicated
that she would and then later advised that she would not. Mayor Dogger
advised Mrs. Meyer that the Council would meet with her May 5, and with
any others who had a specific complaint or problem regarding the
regulations or enforcements of our Building Codes.
Mrs. Naddy of the Windridge addition appeared regarding the stray cats,
as a child had been biten in her neighborhood and they didn't know if
the the cat had had its rabies shots. Mayor Dogger advised that we
would draw up an ordinance if necessary to get all the cats vaccinated
and taged. Also more traps would be purchased and be loaned out if
people wanted to catch the strays in their neighborhood, which would
then be picked up and kept for 5 days.
Motion Tollett Second Brooks to set May 5 as date for Public Bearing on
the Don Brazil property on Allen Dr. and Boyd. Motion carried 3 For
0 Against.
Motion Farmer Second Tollett to deny the request from Harold Penner
to construct a building and airplane at his residence on Anna.
Motion carried 3 For 0 Against.
Wendell Hcusley, Civil Defence Director, presented his request for
the Civil Preparedness Plan of operations. 'Those items as presented
were for a City wide warning system and 2 electric generators: one
to be placed at the Police station and the other at the water tower,
where the radio is, which will be used during times of power failure
for communication with the Fire Department. The Council gave him the
authority to purchase the generators at a Sur lus House in Ft. Worth
for an approximate cost of ",500, which would considerable savings.
Joe Farmer advised that he would go with Wendell to North Central
Council of Governments in reference to grants available. Wendell
Is also to get a turn key cost on all equipment for the warning system
and return to the council. All Department Heads are to be advised of
their duties in case of emergency operations.
