HomeMy WebLinkAboutMin - City Council - 1977 - 07/07 - RegularREGULAR SESSION Allen City Council July 7, 1977 Present: Mayor Frank Bugger Councilpersons: Mickey Pierson, Joe Farmer, Eileen Tollett, and R.C. Brooks, Absent: Charles Chandler Motion Pierson Second Tollett to adopt minutes as read. Motion carried. 4 For 0 Against. The Volunteer Water Committee Chairman, David Sandfort, presented their recommendation regarding their study of water rates for 1977 and 1978. He asked that the council review and consider their findings. As a result of their study, they felt that there would be a slight surplus in the revenue fund and they recommended that the rates stay the same. The Mayor thanked the Committee for its time and effort. The Mayor told of the breakfast meeting with North Texas Waste Water District and of their invitation to become a member city. This association would assure us of sewer service for all of our future needs. As Federal guidelines would have to be followed in setting up sewer rates, ours will have to be reconstructed, as they feel that we are discriminating against those who do not use as much water as others. Motion Pierson Second Brooks to become a member city. Motion carried 4 For 0 against. Motion Pierson Second Tollett to proceed as quickly as possible to comply and to have engineers Ross Jacobs and Carl Shimek to begin their work. Motion carried 4 For 0 Against. Public Rearing was held on the W.R. Taylor property, Lot la- Block G Old Donation. They requested that the zoning be changed from R 16 to L.R. Motion Brooks Second Pierson to grant this request. A request from the Jimmy Majors to allow them to move their trailer onto the lot behind Mrs. Matlock's property had been on the agenda; however, Mrs. Matlock called to infovm the council that because of the opposition from the neighbors, she would not sell them the lot for this purpose. Motion was made by Farmer Se®.d by Pierson to deny the Major's request. Motion carried 4 For 0 Against. Mayor Dugger informed that the City had filed suit against the City of Fairview for encrouching upon our city limits. Also that George Anderson's attorney had sent us a letter requesting $10,000 for damages to his property. A report was given from the conversation with Jeff Rarkinson of COG concerning the determination of the official population of Aller.. According to the ruling of the Supreme Court the council can make this determination by having a pu.Iic bearing with expert testimony given frim their findirgs. Motion Pierson that if it was possible,time wise, the public hearing would be he'd the next council meeting. Second Brooks. Motin.i carried 4 For 0 against. P.M Allen City Council Regular Session July 7, 1977 Page 2 Robin Streff, Sunni:^r Recreation Director, gave her final progress report and introduced her replacement, Lorinda Watson. The Council thanked Robin for work with the Summer Recreation program and wished her well in her future endeavors. Discussion followed concerning the proposed park property, owned and offered for sale by David McCall. Motion Pierson Second Tollett to buy this 7.07 acres at $5,000 per acre. Motion Pierson Second Second Tollett to write a letter to Mr. McCall with this offer, and with the following terms:City pay 20% down, 10% now and 10'% in 6 months, with 5 equal annual payments and with 9% interest, and that the balance could be paid at any time without penalty. 0­4ff-a7`/ Eileen Tollett brought up for discussion the mowing rates, which are $15.00 an hour. After much discussion, all agreed that our rate is adequate for now, and that they would review again before next year. Walter Curtis, Tax Assessor, presented the estimated tax valuations for 1977 and submitted three names for the equalization board: T.R. Erickson, Glen Renfro and R.R. Doughtery. Motion Brooks Second Pierson to elect these men to this committee, which will meet July 29. Motion carried 4 For 0 Against. Council discussed the overtime which Soutbern Sanitiation wished to Motion Pierson 2nd Brooks to pay Insurance policy premiums to Gilliland no sooner than July 25, the renewal date. 4 For 0 Against Motion Brooks 2nd Pierson to pay all other bills. 4 For 0 Against. Ron Gentry Presented plans by the Fire Chief's of the county to re- district their territories. Ours will be our standard boundaries. According to their plans we would be paid for a fire ran in our district whether we were first or last to arrive. This resolution urging county commissioners to allocate money for reimbursing local fire departments for calls in their zones, was endorsed by a motion from Brooks and second by Pierson. Motion carried 4 For 0 Against. Gentry and Hancock agreed that we would dispatch for Fairview if their Fire Departme,9t gc�their council to write us a letter asking us to do so. AC4 ri a(I Council agreed to nay 16¢ a mile for the fireman's trip to school. Chamber of Commerce to pay for the installation of 2 desk phones in the City Hall, in exchange for us answering their Chamber of Commerce line, which would be also installed.
