A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ORDERING A RUNOFF ELECTION TO BE HELD ON JANUARY
17, 2012, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBER FOR
PLACE NO. 6; DESIGNATING LOCATION OF POLLING PLACE; ORDERING
NOTICES OF ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN
CONNECTION WITH SUCH ELECTION; AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. A special runoff election is hereby ordered for January 17, 2012, for the purpose of electing the
City Councilmember for Place No. 6 to fill the remaining portion of an unexpired three -yew term as prescribed by
State Law. City Councihnember for Place No. 6 shall be elected to hold office until the term expires in May 2013.
SECTION 2. The City Secretary is expressly authorized to obtain election supplies and equipment required by
law and necessary to conduct said election. A voting system or systems meeting the standards and requirements of
the Texas Election Code, as amended, is hereby adopted and approved for early voting by personal appearance and
by mail and for election day voting.
SECTION 3. The Office of the City Secretary shall perform all duties normally performed by the County
Elections Administrator in general elections with respect to early voting, giving notice of the election, and
preparing the official ballots.
' SECTION 4. Notice of the Special Runoff Election shall be posted on the bulletin board used to post notice of
the City Council meetings and be published in a newspaper ofgeneml circulation in the City. That said notice must
be published at least once, not earlier than the 30th day nor later than the 10th day, before Election Day as provided
in Section 4.003(a) (1) of the Texas Election Code. A copy of the published notice that contains the name of the
newspaper and the date of publication shall be retained m a record of such notice, and the person posting the notice
shall make a record of the time of posting, starting date, and the place of posting.
SECTION 5. The entire City shall constitute one election precinct for this election and the Allen Municipal Court
and Parks and Recreation Building, 301 Century Parkway, Allen, Texas, is hereby designated the polling place.
The persons hereby appointed to serve as the election officers at said polling place are as follows:
Presiding Judge — Lauren Currie
Alternate Presiding Judge — Michael Bailey
The Presiding Judge shall appoint not less than two (2) nor more than five (5) qualified clerks to serve and assist in
holding said election; provided that, if the Presiding Judge herein appointed actually serves, the Alternate Presiding
Judge shall be one of the clerks.
The City shall compensate each electionjudge and worker. Each judge shall receive $12.00 per hour for services
rendered. Each altematejudge and clerk shall receive $10.00 per hour for services rendered. Electionjudges shall
be responsible for picking up from and returning election supplies to the City Secretary's Office located in the
Allen City Hall. Compensation for this pickup and delivery of supplies will be $25.
' SECTION 6. In accordance with Section 85.002(b) of the Texas Election Code, the Allen City Council has
determined that locating the main early polling place in City Hall is impracticable and designates the Allen
Municipal Court and Parks and Recreation Building, 301 CenturyParkway, Allen, Texas 75013 as the main early
polling place, which is located as near as practicable to Allen City Hall. Early voting by personal appearance shall
also be conducted at Allen Municipal Court and Parks and Recreation Building, 301 Century Parkway, Allen,
' Texas.
Applications for ballot by mail shall be received and processed by the City Secretary, 305 Century Parkway, Allen,
Texas 75013. Applications for ballots by mail must be received no later than the close of business on January 10,
2012.
Early voting for the Special Runoff Election shall begin on Tuesday, January 3, 2012, and end Friday, January 13,
2012, and the dates and hours designated for early voting by personal appearance at the early voting locations shall
be as set forth below:

An early voting ballot board shall be created to process early voting results in accordance with Section 87.007 of
the Texas Election Code. For purposes of processing ballots cast in early voting, the precinct election officers
' serving at the aforesaid polling place shall serve as the early voting ballot board for this election.
SECTION 7. The City Secretary shall present the Special Runoff Election returns to the City Council at a
Council meeting for the canvassing of said election in accordance with the Texas Election Code. The candidate for
Councilmember for Place No. 6 that receives a majority of valid votes by qualified voters at the election shall be
declared elected.
SECTION 8. All resident qualified electors ofthe City shall be permitted to vote at said election. This election
shall be held and conducted in accordance with the provisions of Texas Election Code, and as may be required by
law, all election materials and proceedings shall be printed in both English and Spanish.
SECTION 9. This Resolution shall take effect immediately upon its passage.
