Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present, the Workshop of the Allen City Council was called to order by Mayor Brooks at 6:00 p.m. on Tuesday,May 14,2024,in the Basement Meeting Rooms A and B of Allen City Hall, 305 Century Parkway,Allen,Texas. 2. Discussion Items 2.1 Quarterly Financial Report for Period Ending March 31,2024. 2.2 Update on Capital Improvement Projects. 2.3 Committee Updates from City Council Liaisons. 2.4 Questions on the Current Agenda. 3. Adjourn to Regular Meeting ILWith no further discussion, Mayor Brooks adjourned the Workshop of the Allen City Council at 6:36 p.m. on Tuesday, May 14, 2024, in Basement Meeting Rooms A and B of Allen City Hall, 305 Century Parkway, Allen,Texas. ALLEN CITY COUNCIL REGULAR MEETING MAY 14,2024 Regular Meeting 1. Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was called to order by Mayor Brooks at 7:00 p.m. on Tuesday, May 14, 2024, in the Council Chambers of Allen City Hall, 305 Century Parkway,Allen,Texas. 2. Pledge of Allegiance Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence. 3. Public Recognition 3.1 Recognition of outgoing Councilmember Mary Vail-Grube. Mayor Brooks presented Councilmember Vail-Grube with a street sign and her dais nameplate, expressing gratitude for her service to the City of Allen. Councilmember Vail-Grube conveyed her appreciation to both Council and City staff for their support and guidance over the past few months and extended congratulations to newly elected Councilmember Michael Schaeffer. 3.2 Administration of the Oath-of-Office and presentation of the Certificate-of-Election to the newly elected Councilmember for Place No. 1. City Secretary George administered the Oath-of-Office to newly elected Councilmember Schaeffer. Mayor Brooks then presented the Certificate-of-Election to Councilmember Schaeffer, extending his congratulations. Mayor Brooks announced a brief recess at 7:10 p.m. and reconvened the Allen City Council Meeting at 7:20 p.m. 3.3 Recognition of Edward Swierenga's service to the City of Allen's Animal Shelter Advisory Committee. 4. Citizens' Comments Erica Van Houten, 921 Garden Park Drive, Allen, Texas, spoke regarding sidewalk maintenance on Alma Drive. 5. Board Reports 5.1 Keep Allen Beautiful Board Annual Report. 6. Consent Agenda MOTION: Upon a motion made by Councilmember Corneae and a second by Councilmember Shafer,the Council voted seven(7) for and none (0) opposed to approve the Consent Agenda as follows: 6.1 Approve minutes from the April 23, 2024,Regular City Council Meeting. ALLEN CITY COUNCIL REGULAR MEETING MAY 14,2024 6.2 Award bid and authorize the City Manager to execute an agreement with Criterion Contractors,Inc.,for security upgrades at Allen City Hall for$160,913. 6.3 Authorize the purchase of Labor, Parts, and Materials for Pump Repairs and Pumping Station Services at The Courses at Watters Creek Golf Course,Stacy Road Pump Station, and Custer Road Pump Station from Global Pump Solutions, LLC, for $210,000, with the option for two,one-year renewals. 6.4 Authorize payments from the Tax Increment Financing Reinvestment (TIF) Zone No. 1 Fund of $685,454.41 from the City Tax Increment, $249,547.78 from the County Tax Increment to Charter DW Watters Creek Village,LLC, and$15,000 to the City of Allen for administrative support,as recommended by the TIF No. 1 Board of Directors. 6.5 Authorize the City Manager to execute an agreement with Cole Construction, Inc., for playground improvements at Allen Station Park for$1,586,246. 6.6 Receive the Quarterly Financial Report for period ending March 31,2024. 6.7 Receive the Quarterly Investment Report for period ending March 31,2024. The motion carried. 7. Regular Agenda 7.1 Conduct a Public Hearing and adopt an Ordinance to amend and restate Planned Development No. 3 with a base zoning of Light Industrial, regulating the development and use of Lot 1,Lot 2R,and Lot 3R,Block A,Allen Business Center II. [Tech Center] Mayor Brooks opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking,Mayor Brooks closed the Public Hearing. ORDINANCE NO.4079-5-24: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING THE DEVELOPMENT REGULATIONS OF PLANNED DEVELOPMENT "PD"NO. 3 WITH A BASE ZONING OF LIGHT INDUSTRIAL"LI"RELATING TO THE DEVELOPMENT OF LOT 1, LOT 2R, AND LOT 3R, BLOCK A, ALLEN BUSINESS CENTER II, ADOPTED BY ORDINANCE NO. 3318-7-15; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Councilmember Trahan and a second by Councilmember Baril, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 4079-5-24, as previously captioned, to amend Planned Development No. 3 with a base zoning of Light Industrial. The motion carried. ALLEN CITY COUNCIL REGULAR MEETING MAY 14,2024 8. Other Business 8.1 Calendar. • May 27—City Facilities will be Closed in Observance of Memorial Day • June 3-11 —Early Voting Period for City of Allen Runoff Election • June 15—Election Day, 7 a.m. -7 p.m. 8.2 Items of Interest. • Councilmember Baril encouraged residents to participate in the rescheduled Great American Cleanup on May 18. • Councilmember Baril along with the Council congratulated graduates of Allen and Lovejoy High Schools,wishing them success in their futures. • Councilmember Shafer extended a happy belated birthday to Ms. George. • Councilmember Corneae announced the opening of The Bark Yard Dog Park on May 31 and encouraged residents to attend with their dogs. • Mayor Brooks shared details about the Dallas Card Show,taking place from May 16 to 18 at the Marriott Dallas Allen Hotel and Convention Center. • Mayor Brooks highlighted the recent Collin College Graduation,which hosted over 2,500 students at the Credit Union of Texas Event Center. • Mayor Brooks shared an encouraging update on Jakob Perez, a participate in the Allen Citizen's Fire Academy,is recovering well after suffering a medical emergency on the last day of class. 9. Executive Session An Executive Session was not held. 10. Adjournment Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 7:48 p.m. on Tuesday, May 14,2024.
