t A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, FOR THE RECONSIDERATION OF THE FY10 STATE
HOMELAND SECURITY REGIONAL ALLOCATION.
WHEREAS, the health, safety and welfare of citizens in North Central Texas is threatened by a variety of
natural and technological hazards including terrorism; and,
WHEREAS, the region served by the North Central Texas Council of Governments has seen tremendous
growth in industry and economic activity that is vital to our nation's long tern sustainment and,
WHEREAS, the U.S. Department of Homeland Security has classified the Dallas, Fort Worth, and Arlington
urban area as a Tier 1 due to these changes within the region; and,
WHEREAS, the North Central Texas Council of Governments continues to work with local governments and
the State of Texas in building and coordinating regional emergency preparedness capacity; and,
WHEREAS, North Central Texas Council of Governments is the appropriate agency to act on behalf of its
member local governments to assist in advocating for the region.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The City Council of the City of Allen supports the position of the Emergency Preparedness
Planning Council requesting the State of Texas reconsider the proposed FY 10 allocation to the North Central
Texas region in recognition of its Tier 1 status.
SECTION 2. The City Council of the City of Allen respectfully requests the State of Texas to release the
allocation methodology and to also release the amount of dollars being retained by the State of Texas and how
it is being utilized.
SECTION 3. This resolution shall be in effect immediately upon its adoption and will be forwarded to the
appropriate agencies and elected officials.
DULY PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ON THIS THE 96 DAY OF FEBRUARY, 2010.
