George, City Secretary Chelsey Aprill,Director,Public and Media Relations Rocio Gonzalez,Deputy City Secretary Pete Smith, City Attorney Workshop Session The Workshop Session was not held as the Allen City Council hosted a reception to honor outgoing Councilmembers Cornette and Shafer and to recognize newly elected Councilmembers Cook and Clemencich. Regular Meeting 1. Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was called to order by Mayor Brooks at 7:00 p.m. on Tuesday, June 25, 2024, in the Council Chambers of Allen City Hall, 305 Century Parkway, Allen,Texas. 2. Pledge of Allegiance Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence. 3. Oaths and Certificates for Elected Officials 3.1 Recognition of outgoing Councilmembers Dave Cornette and Dave Shafer. ALLEN CITY COUNCIL REGULAR MEETING JUNE 25,2024 Mayor Brooks presented Councilmember Cornette and Councilmember Shafer with a City of Allen personalized street sign and their dais nameplates. He and the Allen City Council expressed their appreciation to each for their service to the City of Allen. 3.2 Administration of the Oaths-of-Office and presentation of the Certificates-of-Election to the duly elected Councilmembers for Place Nos.3 and 5. City Secretary George administered the Oaths-of-Office to newly elected Councilmember Ken Cook and Carl Clemencich. Mayor Brooks presented Certificates-of-Election to both and offered his congratulations. Councilmembers Cook and Clemencich took their seats at the Council dais with each presenting comments to the audience. Mayor Brooks recessed the Regular Session for a brief recess before reconvening the meeting. 4. Public Recognition 4.1 Presentation of a Proclamation by the Office of the Mayor. • Parks and Recreation Month 5. Citizens' Comments Council recognized a Scout from Troop 624 in attendance as a requirement for the Communication Merit Badge. 6. Consent Agenda Mayor Brooks removed Agenda Item 6.6 from the Consent Agenda. MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Baril, the Council voted seven (7) for and none (0) opposed to approve the remaining items on the Consent Agenda as follows: 6.1 Approve minutes of the June 11,2024,Regular City Council Meeting. 6.2 Authorize the City Manager to execute an agreement with Iron T Construction,Inc.,for Phase 2 of the city-wide Bridge Repair Project for$1,335,290. 6.3 Authorize the City Manager to execute a Three-Year agreement with Environmental Systems Research Institute, Inc., for a Small Government Enterprise Software License Agreement with an average annual spend of$77,633 per year,for a total of$232,900. 6.4 Authorize the City Manager to execute an agreement with Tech Logic for the purchase, installation,and services of an Automated Material Handling System for the Allen Public Library for$173,000. 6.5 Authorize the City Manager to execute an agreement with Library Interiors of Texas, LLC,for the Allen Public Library Moving Services Project for$228,899. ALLEN CITY COUNCIL REGULAR MEETING JUNE 25,2024 The motion carried. 6.6 Set August 13, 15,and 16,2024,as the dates for the City Council Budget Workshop with City Council and Executive Staff. MOTION: Upon a motion made by Councilmember Schulmeister and a second by Councilmember Clemencich,the Council voted seven(7)for and none(0)opposed to set the Budget Workshop on Tuesday, August 13, Thursday, August 15 and Saturday, August 17, 2024. The motion carried. Mayor Brooks announced the Executive Session and then recessed the Regular Session at 7:27 p.m. 8. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 7:34 p.m.on Tuesday,June 25,2024,in the Basement Meeting Rooms A and B of the Allen City Hall, 305 Century Parkway, Allen,Texas,to discuss matters pertaining to: 8.2 Pursuant to Section 551.074 of the Texas Government Code - Personnel: Discussion regarding Election of Mayor Pro Tem. The Executive Session adjourned at 7:46 p.m. on Tuesday,June 25, 2024. 8.1 Reconvene and Consider Action on Items Resulting from Executive Session. The Allen City Council reconvened into the Regular Session at 7:48 p.m. on Tuesday, June 25, 2024, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. The following action was taken resulting from items discussed in Executive Session. 7. Regular Agenda 7.1 Conduct the election of Mayor Pro Tem. MOTION: Upon a motion made by Councilmember Schulmeister and a second by Councilmember Baril, the Council voted seven(7)for and none(0)opposed to elect Councilmember Trahan as Mayor Pro Tern. The motion carried. 7.2 Confirm appointments of Councilmembers as Board Members and Council Liaisons to City Boards and Commissions and Other Boards as nominated by Mayor Brooks.
