Motion Andrew Second Farmer to adoprminutes as read. Motion carried 5 - 0.
Buck Hubbard of Southern Sanitation presented the need for a rate increase
for the garbage service. Mr. Hubbard requested that it be increased to $3.90
per month, which would allow him to increase his employees salaries above
the minimum wage and would enable him to retain better employees; however,
a motion was made by Farmer to set the new rate at $3.63, a 25% increase.
Motion was seconded by Brooks. Motion carried with 4 for 1 against. Motion
Andrew Secoad Chandler that the rate become effective Sept. 1, which would
appear on the October 1 billing. Motioa carried 5 for 0 against.
Motion Andrew Second Brooks to table for further study the beak's request
to abandon the alley north of the bank, as comments from the Fire Chief
ead Fire Marshall were needed before a decision could be made. Motion
carried 5 - 0.
A Public Hearing was held on the Boom. end Vita property, which they had
requested the city to abandon 30 ft. on the north and smth of their
property that fronts on Allen Dr. Motion Brooks Second Chandler that
the request be granted. Motion carried 5 - 0. 0)44
4 appointments were made by the council to the P & Z Board.
For Position 1. Rex Womack was nominated by Chandler. Motion Andrew Second
by Cbaadler to elect by acclaimatioa. Motion carried unanimously.
Position 2. Bill lay was nominated by Brooks and Greg Towe by Farmer,
with Bill lay receiving 3 votes and Towe 2. Motion Andrew Second laughterty
that Bill lay be elected. Motion carried.
Position 3• Greg Towe was nominated by Andrew. Motion Farmer Second Andrew
that he be elected. Motion carried unamiously.
Position 4. Charles Akin was nominated by Andrew and Eileen Tollett by
Brookds, with Akin receiving 4 votes aid Tollett 1.
These positions are for 2 year terms.
R.R. Guffey appeared before the council regarding his property tax evaluation.
As the Equalization Board had already met, the council coul ,help Mr. Guffey.
Joe Farmer and H.R. Daugherty wexeappointed to serve on a Committee with 2
from the Plano council to work with the Rowlett Creek landowners to study
that areas future land use.
Mrs. Bob Carr asked permission to build a fence on the 80' dedicated alley
at the Treasure Barn. Council advised Mrs. Carr to request to be of the
ageads for the next meeting.
Jim Garrison of 528 Windsor came because of his high water bill. The Council
advised him that we would have his meter calibrated, that we would waive the
penalty, and that he could hold payment on the last half of his bill until
the meter was checked. He also asked that the city pay his plumbing bill
and be was advised that the city does act do this. We are to notify Mr.
Garrison concerning the meter calibration results and if the meter checks
correct, the balance of his bill is payable.

Carl Gilliland presented a new policy for the public officials liability
insurance, which the council adopted.
Motion Farmer Second Brooks that the bills be paid. Motion carried unanimously.
Motion Andrews Sec and Brooks to go back into Executive Session with the city
attorney concerning the Fairview and Allen boundaries. Motion carried
unanimously.
