CITY COUNCIL
August 3, 1978
Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, H.A. Daugherty,
Glenn Andrew and B.C. Brooks, Jr.
Motion Farmer Second Andrew to adopt minutes as read. Motion carried unanimously.
Ron Fix reported that the size of the water line along Bethany, between Hey 5
and Jupiter was adequate for the Day Care Center; however, as that arm develops
the council might want to look at a larger line.
Jean Carr requested that she be allowed to put a fence across the front of the
Treasure Bars w Birth St, 16' off of the pavement sad 17' from the front of
the building. Motion Daughtey Second Farmer to grant this request with the
stipulation that the adjoining property owners give their written consent.
Motion carried umauimcaely.
Bruce Martin from Media Systems requested that he be allowed a franchise to
operate table TV and make this available to the homeowners at a cost of $8.00
for the basic package and as additional $8.00 for the total package. Installation
fee to be approximately $20.00. Motion Daugherty Second Farmer to grunt franchise.
Motion carried 5 for 0 against. The city to receive 3% gross receipts. x,,247
A 4' variance on the side yard at 201 Nob Hill was requested by Pon Scruggs.
Motion Brooks Second Daugherty to great this request. Motion carried manimwely.
Motion Andrew Second Chandler to set August 17 for a Pablic Heariag on Richard
Chookas request for a variance on property at 207 N. Main to allow use of the
property for a business on the lower floor and a residence upstairs. Motion
carried 5 for 0 against.
Elton Geeslin of Murray Development Co. was advised to go before Planaiag and
Zoning to receive iaformation regarding the devopmeat of property Korth of
High Meadow.
Linda Housley from the Post Office informed the council of a problem the poet
office is having with the delivery of mail, with several cars blocking the
mail bones. She requested that an ordinance be drawn to prohibit parking within
15' of the boxes from 9:00 A.M. to 2:00 P.M. She was asked to return the lot
meeting in September with information concerning the number of blocked boxes
and a comparison in the area already covered by as ordinance.
Motion Farmer Second Andrew to abandon the alley running east and west Korth
of the Allea State Bank, as there would not be an access problem by the fire

A bid was received from Enloe aad Strong, Allen Contractors, Inc, to concrete
a portion of the alley between Boehm and Federal, is order to alleviate a
drainage problem. The bid is to be returned as the council felt that they
could not take action at this time, as they witted Ron Fix to figure the cost
to concrete the entire alley mad possibly access the property owners for this
cost.

A report was gives from R1 Daugherty and Joe Farmer concerning the meetiag
of the Conseil Committee from Allen and Plano, along with the property
owners aro ad Rowlett Creek and Cambridge Co. They reported that both Allen
and Plano have as interested view and cancers for the property owaers desires.
Motion Brooks Second Andrew to pay the bills. Motion carried unanimously.
Bobby Priddy, Park & Recreation Dr. requested that he be allowed to purchase
4 sets of goals for the soccer fields, cable and poles for parking facilities.
Motion Daugherty Second Brooks to go ahead. Motion carried unanimously.
Motion Farmer Seecad Andrew to adjourn into executive session. Motion carried
5 for 0 against.
