PUBLIC ART COMMITTEE CALLED MEETING
PARKS AND RECREATION DEPARTMENT

1. Call to Order and Announce a Quorum is Present
Chair, Jane Bennett, called the meeting to order at 6:35 pm.
2. Approve Minutes from the January 19,2008 Regular Meeting
MOTION: Denise Gilbert moved to accept the minutes as presented, Brad Greene
seconded and the Motion carried, 6 for, 0 against.
3. Artist Selection Panels
Following a brief discussion regarding time involved, role in community, etc,the
following Motion was made:

MOTION: Emile Carriere moved to recommend the appointment of Cheryl Lawson,
Gayle Boone, Emile Carriere, Denise Gilbert, and Kathy Moran to the
artist selection panel for the Allen Public Library Donor Recognition
project. Brad Greene seconded.
During the call for discussion, it was suggested that since Cheryl Lawson was now the
acting Chair for the Allen Parks and Recreation Board, maybe it would be wise to ask her
to serve as an alternate, and ask Trudy Israel to participate on the panel.
MOTION: Ann Carroll moved to recommend the appointment of Trudy Israel, Gayle
Boone, Emile Carriere, Denise Gilbert, and Kathy Moran to the artist
selection panel for the Allen Public Library Donor Recognition project
and Cheryl Lawson as an alternate. Brad Greene seconded, and the
Motion carried 6 for, 0 against.
4. Fire Station#5
Dave Baldwin indicated that once programming had begun on this facility, he would
contact Jeff Bulla regarding the opportunity for Public Art at this facility. Staff
recommended an exterior project be considered.
5. Project Updates
Staff informed the board that at least two complaints had been received at the City of
Allen regarding the acceptance of the donated art, as well as the planned placement of
that art at the Allen Senior Recreation Center. Emile suggested that maybe it would be a
good idea to do a presentation to the media, interview with the artist, etc and market the
project. Following a brief discussion, it was determined that once several projects have
been completed, an attempt would be made to have the media involved with the idea of
"public art" in general rather than on a specific piece of art.
Staff reported they are waiting for the electrical engineer that worked on the Allen Senior
Recreation Center to make contact with them in particular as it pertains to lighting of the
sculpture.
Ann Carroll indicated her pleasure with the response by City staff to those with concerns
about the art work and its proposed placement.
6. Other Items for Information or Discussion
Chair, Jane Bennett indicated that she had been contacted by Kathy Latinas and learned
of a public service ad being filmed in the Allen Civic Plaza. There is an opportunity for a

15-30 second time frame for public art note. Denise will be the spokesperson regarding
public art, and a brief discussion was held on what information could be used.
Jane also reported a newsletter being published by the Arts of Collin County featuring an
article on Public Art as it pertains to the participating cities (Plano, Frisco and Allen).
Staff indicated they had been contacted and is gathering data/information for that
newsletter.
7. Set Next Regular Meeting of this Committee
Since the March meeting date would fall during Spring Break, it was decided that no
meeting would be held. The next meeting of this Committee will be held on April 15
2008.
8. Adjourn
There being no further business,the meeting was adjourned at 7:50 p.m.
