HomeMy WebLinkAboutMin - Public Art Committee - 2008 - 06/17 - Called JUNE 17, 2008 - 6:30 P.M PUBLIC ART COMMITTEE CALLED MEETING PARKS AND RECREATION DEPARTMENT CONFERENCE ROOM ALLEN, TEXAS MEMBERS PRESENT: Jane Bennett, Chair Ann Carroll, Vice-Chair Brad Greene, Secretary Debbie Stout, Councilmember Dave Baldwin Denise Gilbert Emile Carriere Sharon Lakes (arrived 6:40pm) GUESTS PRESENT: None STAFF PRESENT: Lori Smeby, Assistant Director Matt McComb, Landscape Architect Tim Dentler, Director of Parks and Recreation 1. Call to Order and Announce a Quorum is Present Chair, Jane Bennett, called the meeting to order at 6:35 pm. 2. Approve Minutes from the May 20, 2008 Regular Meeting CORRECTIONS: Artist Selection Panel Update — Lori Smeby noted that two artists, rather than three had agreed to interviews on July 11. Emile Carriere and Jane Bennett suggested that the minutes reflect that the Public Art Committee reviewed the selected artists. MOTION: Denise Gilbert moved to accept the minutes as corrected, Dave Baldwin seconded and the Motion carried, 6 for, 0 against. Public Art Committee June 17,2008 Minutes-Page 2 3. Fundraising Tim Dentler reported to the committee on opportunities for the Public Art Committee to engage in fundraising activities. Upon review with the City's attorney it was determined that the bylaws don't allow for the Public Art Committee to do fundraising. He suggested that the Committee engage the Allen Arts Alliance and/or the Allen Parks Foundation in these activities. 4. Revisiting Goals Jane Bennett asked everyone to review the vision, mission and goals of the Public Art Committee to help the group remain focused. After discussion involving the randomness of discussions during meetings and lack of consensus on ideas, Jane Bennett suggested a process whereby ideas require consensus before moving forward with research. MOTION: Denise Gilbert moved that all ideas generated by the Public Art Committee require consensus before additional research is conducted. Sharon Lakes seconded and motion was approved 7-0. 5. Library Donor Recognition Project Lori Smeby reminded everyone that the artist selection interviews would be held Monday, July 7 and Friday, July 11. The Lamb-Magilow team would interview on Monday and Jennifer Madden and Roger Stoller would interview Friday. The Public Art Committee was invited to attend to hear the presentations. Lori also reported that Jeff Timbs, Library Director, would be attending. The plan is to bring to the Public Art Committee a recommendation for an artist at the July 29 meeting. 6. Fire Station 5 Project Update Matt McComb reported that a conceptual building design has been developed by the architect. Lori Smeby asked the Committee if they were interested in focusing on artists in Texas this time or wanted to go with a national call. There was interest in moving forward with a national call with a focus on Texas if that is possible. 7. Other Items for Information or Discussion Lori Smeby reported that the Public Art Committee should concentrate on developing an annual work plan for projects. Sharon Lake concurred there was a need for a plan. Staff will work on preparing a process for developing the annual work plan. The plan will be developed during future meetings. Public Art Committee June 17,2008 Minutes-Page 3 Lori Smeby also reported on information she gathered on pole banners and the painting of water tanks. The City in general is not supportive of a pole banner program due to the cost and labor intensity of a program like that. Many cities that have begun programs ended up canceling them due to those same reasons. Water tower painting projects are extremely expensive, costing up to $500K to paint a single color. It was suggested that if the Public Art Committee is interested in a project involving the water tanks on Custer Road, that they must get the affected neighborhood involved. All agreed that the cost and process of carrying on with a project like that was not feasible at this time. 8. Set Next Regular Meeting of this Committee Due to pending vacations and anticipated paternity leave by staff, the next meeting of the Public Art Committee will be held on Tuesday, July 29, 2008. 9.
