Motion Andrew Second Chandler to adopt minutes as read. Motion carried unanimously.
The mayor reported that Fox & Jacobs are reviewing the lots and their plans in order
to build as large a house as possible in Hillside #4.
Ron Fix, City Engineer, presented the final water, sewer and street study. The
Council will take this study under advisement, with the top priorities to be considered
when we know ho,.< many bonds can be sold. r.

A public hearing was held on David King's 0prequeat on the composition of the access
street from concrete to an asphalt base. After much discussion regarding this request
Andrew made a motion that the council deny the variance request and require the
dedicated street be the sub division concrete street, per our sub division ordinance,
due to the precedent setting, due to the recommendation of our engineering firm, and
in addition it not being fair to the city of Allen to bear the burden of replacement
of the streets. Motion seconded by Daugherty. Motion carried 4 for 0 against.
Jimmy Eaton presented bids on truck for the Water & Sewer Dent. Out of his request
to 10 dealers, he only received 2 bids. Fisher Ford $7982.00 and Charter Chev.$7788.06.
Motion Chandler Second Brooks to accept Carter Chevrolet bid. Motion carried 4 for 0
against.
Roger Powell, Chairman of Charter Commission, submitted the proposed Rome Rule Charter
for the city for approval by the voters. Motion was made by Daugherty Second Brooks
to call the Charter election for January 20. Motion carried 4 for 0 against. a^d`i✓a'*y
Bob Acker presented bids for the indoor warning system for schools and for the Public
Works Base Station. aids were received from Ken's for $1101.20 and from G.E. for $3210
for the indoor warning system.. Bids received for the base station were $3725 from G.E.
and $4519.74 from Motorola. As these bids were higher than the anticipated cost, Bob
recommended that they reject these bids and let the specs out for bid again. Council
felt that it was best to go ahed,therefore a motion was made by Brooks Second Andrew to
go ahead with plans to get equipment. Motion carried 4 for 0 against.
Motion Andres.' Second Brooks to adop`ordinance 11253 relating to parking within 12' either
side of a mail box. Motion carried 4 for 0 against.
Wendell Hensley submitted his resignation as Civil Defense Director because of his
being out of torn so much with his work. He recommended Bob Acker be appointed as his
successor, as Bob had done so much in getting the Divil Defense system in operation.
Motion Andrew Second Chandler to accept his resignation and expressed their appreciation
for his efforts. Motion carried unanimously. Motion Daugherty Second Andrew to appoint
Acker as Civil Defense Director. Motion carried 4 for 0 against.
Motion Daugherty Second Andrew to declare Thursday and Friday as Thanksgiving Holidays
at City Hall. Motion carried unanimously.
