' A RESOLUTION OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS,
ENDORSING RESOLUTION NO. 2007-01 AS APPROVED BY THE DALLAS
REGIONAL MOBHdTY COALITION (DRMC) THAT SUPPORTS LEGISLATIVE
EFFORTS CONTAINED IN SENATE BELL 12 BY SENATOR RIP AVERITT TO
EXTEND THE TEXAS EMISSION REDUCTION PROGRAM (TERP), MAKE
MODIFICATIONS TO THE LOW INCOME REPAIR AND ASSISTANCE
PROGRAM (LIRAP), AND IMPLEMENT OTHER ENERGY EFFICIENCY
MEASURES.
WHEREAS, the City of Allen is firmly committed to supporting regional efforts toward addressing the
mobility and air quality needs of its citizens and for future generations; and,
WHEREAS, the Texas Emission Reduction Program (TERP) and Low Income Repair and Assistance
Program (LIRAP) are two of the most cost-effective methods to more quickly address mobile source emission
reductions to accelerate achievement of air quality standards; and,
WHEREAS, recommendations from the DRMC Legislative Committee, the North Texas Clean Air Steering
Committee, and the Texas Clean Air Working Group (TCAWG) indicate extension of the TERP and
modifications to the LMAP are necessary along with full funding for both programs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
' COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The Allen City Council hereby endorses Resolution No. 2007-01, as approved by the Dallas
Regional Mobility Coalition (DRMC), and attached hereto as Exhibit "A," and strongly urges Senators and
Representatives from the North Texas area to assist in achieving passage of legislation extending the Texas
Emission Reduction Program (TERP), modifying the Low Income Repair and Assistance Program (LIRAP),
and providing full funding for both programs.
SECTION 2. This Resolution shall become effective immediately from and after its passage.
