Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, H.R. Daugherty, Glenn Andrew,
Richard Cbumbley, and Rex Womack
Meeting called to order by Mayor M.B. Pierson. Motion Chandler Second Chumbley to
approve the minutes of the May 17th meeting. Motion carried 6 for 0 against.
(Daugherty bad not yet arrived)
A Public Hearing was held on an annexation request from Charles Forbes on 88 acne
of land along Huy 75, south of Bethany. Motion Farmer Second Womack to approve this
request to be annexed into the City of Allen. Motion carried 6 for 0 against. 0'x#245'
A Public Hearing was held on a request from Pat Vick, Vick's Trucking, to grant
a variance to locate a mobile bamm for security purposes on a 5 acre tract of land,
zoned GI, on the east side of 2170. Sam Chumbley, an adjacent property owner, spoke
against this request and said that it would be a hindrance to the development of his
property. Motion Farmer Second Daugherty to approve the request for a variance, with
a time limit being set for October 1, 19800 and also, the variance would not cover
anything but a temporary, movable facility and would not include a permanent facility,
construction of a permanent residence. Motion carried 4 for 2 against. Cbumbley
abstaining.
Motion Chandler Second Chumbley to set June 21 as date for a Public Hearing on a
variance request from Liberty Baptist Mission, to locate a temporary church in a leased
space, in LH zoning, in the Allen Plaza. Motion carried 7 for 0 against.
Motion Cbumbley Second
Ato call the Bond Election, with 9 propositions, for June 30, 1979,
with Frank Dugger, the Election Judge, Claude Whitaker, alternate and to adoptthe
following resolution:
"A RESOLUTION AND ORDER by the City Council of the City of Allen, Texas, calling
a bond election to be held within said City, making provision for the conduct
of the election and other provisions incident and related to the purpose of
this resolution and order." Resolutim $268.
Motion carried 7 for 0 against.
A report was given by H.R. Daugherty no the progress of the Subdivision Ordinance
Committee. This committee plans to submit this ordinance to the council for approval
at the July 19th meeting, which would require an extension of the moratorium on review
of subdivision plats. Motion Daugherty Second Chandler to extend the moratorium for
an additional 45 days. Motion was amended by Daugherty to request an additional 60 days.
Second by Chandler. Motion carried unanimously.
2 bids were received for the outdoor warning system; Ken's Communications - $13,147.37
and law Enforcement Equipment Co. for $11,419.55. Motion Andrew Second Womack to award
to the low bidder, Law Enforcement, contingent upon receipt of a written list of
equipment and specifications. Motion carried unanimously. This system will be financed
by 50/50 matching funds.

Motion Daugherty Second Farmer to accept the resignation of Jonnie Enloe from the
Planning and Zoning Commission. Motion carried unanimously. From a list of 4,
submitted by P & Z: Bill Petty, Ed Lynge, Renton Buckley, Jim Pendleton and Don
Rodenbaugh, Daugherty nominated Bill Petty to fill this vacancy. No other nominations
were made. Motion Daugherty Second Chumbley to appoint Bill Petty. Motion carried
unanimously.
Motion Farmer Second Daugherty to appoint Jimmy Eaton to the East Fork Water Quality
Advisory Council. Motion carried 7 for 0 against.

1. A preview of the Summer Recreation Program by Barbara Edwards.
2. Update on Lone Star Cas rate request by Jon McCarty.
3. City Vehicle Fuel Supply and priorities by Anthony Hancock.

5• "701" and IPA Grants by Jon McCarty.
6. Population projections for Allen by Jon.
Motion Andrew Second Daugherty to adjourn into Executive Session. Motion carried
uaanimonsly.

MINUTES PERTAINING TO PASSAGE AND ADOPTION
OF RESOLUTION AND ORDER FOR CITY BOND ELECTION
THE STATE OF TEXAS
COUNTY OF COLLIN
CITY OF ALLEN
ON THIS, the 7th day of June,1979, the City Council of
the City of Allen, Texas, convened in re ular session,
at the regular meeting place thereof in ity Ha , the
meeting being open to the public and notice of said meeting,
giving the date, hour, place and subject thereof, having
been given as prescribed by Article 6252-17, Section 3A,
V.A.T.C.S., the following members being present and in
attendance, to wit:

at said meeting, a resolution and order was submitted to the
City Council for adoption and passage, such resolution and
order being entitled as follows:
"A RESOLUTION AND ORDER by the City Council of
the City of Allen, Texas, calling a bond election
to be held within said City, making provision for
the conduct of the election and other provisions
incident and related to the purpose of this resolution
and order."
The resolution and order was read in full. Thereupon,
AldermanC e moved for its adoption, and the motion
was secon�-6erman o -C The motion carrying
with it the adoption of t e res, ution and order prevailed
by the following vote:
AYES: Aldermen Farmer, Andrew, Chandler, Daugherty,
Womack and Chumbley.
NOES: None.
The Presiding Officer announced that the resolution and
order had been passed and adopted.
