CITY COUNCIL
June 21, 1979
Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, Glenn Andrew, Rex Womack, and
H.R. Daugherty
Absent: Richard Chumbley
The meeting was called to order by Mayor M.B. Pierson.
Motion Farmer Second Womack to approve the minutes of the June 7th meeting. Motion
carried unanimously.
A Public Hearing was held on a variance request to locate a mission church by the
Liberty Baptist Mission on leased property located at 105 Allen Plaza. Motion Farmer
Second Womack to approve the variance request until July 1, 1980. Motion carried
unanimously.
Elton Geeslin of Murray Development Co. presented the final plat of High MeadwsII.
This addition will have underground utilities and homes with front entries. Motion
Chandler Second Womack to approve this plat. Motion carried 5 for and with 1 against.

Motion Andrew Second Farmer to set July 5 as the date for 2 public hearings for
zoning change requests on:
a. Lots 13 and 14, Block 91 Old Donation
b. Lots 8A, 8B, 9A, 9B, 10A and 10B, Block 20, Old Donation.
Motion carried unanimously.
Appointments for Places 4, 5, and 7 on the P & Z Commission were considered for a 2 year
term.
Place 4. Chandler nominated Roger Powell. No other nominations. Motion Chandler
Second Daugherty to appoint Powell. Motion carried 6 for 0 against.
Place 7. Womack nominated Carol Henry

Chandler Joe Moseley
Motion Daugherty that nominations cease.

After some discussion as to the qualifications of each of these, another vote was taken.

The mayor recommended that Place 7 be left open until the next meeting and vote again
at that time on the 2 nominees.

3 firms were recommended to study Lone Star Cas rate increase request. Touche Rose and
Co., Bill R. MCMorries and Associates and Jack Hopper, an Economic Consultant.
Motion Womack Second Chandler to hire a consultant. Motion carried 5 for 1 against.
(Farmer) Jon recommended Bill McMorries. Motion Andrew Second Daugherty to hire
Bill McMorries to make an anslasis of the rate request and the fee not to exceed $2000.
Motion carried 6 for 0 against.
Several reports were given by the staff:
1. Roland Commons - Report on the Summer Library Reading Program.
2. Jon McCarty - Budget Schedule, COG Urban Fellousbip Program and Bridge
Construction Funding.
Motion Farmer Second Andrew to set July 5 as date for a Public Hearing on a request
to operate a machine shop in a LR zoning, on lots 4A, 5A and 6A, Block 2 Old Donation.
Motion carried 5 for and me abstaining (Daugherty)
Council adjourned into Executive Session.
After reconvening a motion was made by Farmer Second Daugherty to award contract to
Ron Fix to do work associated with the 701 Comprehensive Planning Grant. Motion
carried u^aniscuoly.
Motion Andres Second Daugherty to adjourn. Motion carried unanimously.
