July 5, 1979
Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, H.A. Daugherty, Charles Chandler, Glenn Andrew,
Rex Womack and Richard Chumbley
Meeting called to order by Mayor M.B. Pierson.
Motion Andrew Second Daugherty to approve the minutes of the June 21 meeting.
Motion carried unanimously.
Motion Daugherty Second Chandler to approve the minutes of the Emergency meeting
of June 22. Motion carried unanimously.
Motion Womack Second Andrew to approve the minutes of the July 2 meeting. Motion
carried unanimously.
A Public Hearing was held on the Emerson Estate. This was a zoning change on lots
13 and 14, Block 9 Old Donation, from R6 to LR. Motion Chandler Second Womack to
approve. Motion carried unanimously. A4.k4 a(,b
A Public Hearing was held an the Roddy Estate, which was a zoning change request on
Lots 8A, 8B, 9A, 9B, and 10B, Block 20 Old Donation, from Ry to LR. Motion Farmer
Second Andrew to approve. Motion carried 6 For 1 Abstaining. 2,A R a,.j
A variance request was heard in a Public Hearing on the Daugherty property. Request
was to allow the operation of a machine shop in a LR zoning area on late 4A, 5A
end 6A, Block 2 Old Donation. Motion Womack Second Farmer to approve. Motion
carried 5 for 2 abstaining. (Cbumbley and Daugherty)
The two nominees from the previous council meeting for Place 7 on the P & Z
Commission were presented for a vote. Pendleton received 3, Moseley received 4,
Moseley will serve another 2 year term.
Motion Andrew Second Chumbley to set July 19 as the date for a Public Hearing
on the zoning change request on the Forbes property. Motion carried unanimously.
Mr. J.D. Buchanan informed the council of the interest rates available on the sale
of the bonds approved June 30. Motion Andrew Second Daugherty that Mr. Buchanan
continue to get ready to sell 1.5 million revenue and 2 million G.O. bonds and
the 400,000 from the 1972 election. Motion carried unanimously.
The council authorized Ron Fix to proceed with the engineering on the street and
the water, with specific streets and plans by the July 19 meeting. Motion
Womack Second Daugherty to proceed. Motion carried 7 for 0 against.
The Subdivision Ordinance was presented to the council for the first reading. Motion
Farmer Second Andrew to have the second reading on July 19• Motion carried 7 for.
Motion Farmer Second Womack to make final payment to Cohen Const. Co. on Contract
#1207, from the 1972 Revenue Bond Fund. Motion carried unanimously.
Motion Andrew Second Cbandler to pay G.M. Geer for the engineering survey on

2j miles of sanitary easement on Cottonwood Creek. Payment to be made from the
1972 Bond Fund, also. Motion carried unanimously. Del Morton is to be billed
for his share.
Motion Daugherty Second Farmer to continue taxation of automobiles as personal
property for the 1978-80 tax year. Motion carried unanimously. /, ? .? 71
Motion Andrea Second Womack to postpone taxing open space land on productivity
value until 1980. Motion carried 7 for 0 against.
Motion Andrew Second Womack to prepare resolution in support of Bond Committee.
Motion carried unanimously.
The Council authorized an underground watering system at the Hillside Park.
A report was given by Anthony Hancock on the Animal Control Procedures.
A joint meeting with the School Board was set for July 12th to discuss joint
land purchases.
Motion Andrew Second Daugherty to adjourn. Motion carried unanimously.
