Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, Glenn Andrew,
Rex Womack, H.R. Daugherty and Richard Chumbley.
Motion Womack Second Chumbley to approve the minutes of the August 16
meeting, with one amendment. The word "warranty" should be changed
to read "property to be maintained by City". Motion carried 7 for
0 against.
Motion Chumbley Second Andrew to approve the minutes of the Special
Meeting of August 30. Motion carried 7 for 0 against.
Mike Schweikhard of Lone Star Gas Co., presented a comparison of the
current and proposed gas rate. One one present spoke for or against
the rate request. Bill McMorries recommended that the City allow a
rate increase of $24,298, which included a service charge increase.
This compared with their request of $41,085. He also recommended
that the City not go into a summer/winter rate. Motion Farmer Second
Daugherty to accept the recommendation of the consultant, being to
grant an overall increase of $24,298 and accept the rate design
schedule a� drawn by the consultant,effective 30 days after final
passage. Motion carried 7 for 0 against to adopt ordinance #275,
an Ordinance Fixing and Determining the General Service Rate to be
Charged for Sales of Natural Gas to Residential and Commercial
Consumers in The City of Allen, Collin County, Texas; Providing for
the Manner in Which Such Rate May Be Changed, Adjusted and Amended;
and Providing for a Schedule of Service Charges.
Mr. C. Bottoms did not appear as scheduled to discuss his request to
construct a restaurant/club. A large number was in attendance and
several voiced their opposition to this request. Motion Farmer
Second Andrew, that in general, the council would resolve and so state,
that they are against liquor traffic in the City of Allen. Motion
carried unanimously.
Bob Gass and Jack Ogden of Fox and Jacobs gave a progress report of
the repair work completed by their company, which according to them
was about 50 to 60% complete. Mr. Bert Nettles of 910 Circle Cove,
showed pictures to the council depicting the traffic problems created
by the dumping of sand, etc., in the streets where houses are under
construction in their neighborhood. The mayor advised Mr. Gass and Mr.
Ogden that the City should not have to call these things to their atten-
tion, butwould continue to do so when necessary.
To fill the unexpired term of Dick Erickson, Andrew nominated Jim
Pendleton. Second by Chumbley. Farmer made a motion that nominations
cease and to elect by acclaimation. Second by Daugherty. Motion
carried 7 for 0 against. Mr. Pendleton will serve until May 1980.

The final plat of Fountain Park East�Installment 1 & 2 was again
presented by Del Morton. He informed the council that Mr. Richard's
problems were not resolved, but would be. He requested that the final
plat be approved, conditional to their solution to the problem. Motion
Andrew Second Womack to approve Installment 1 & 2 of Fountain Park
East subject to verification of an agreement between Mr. Morton and Mr.
Richards. Motion carried 7 for 0 against.
Motion Womack Second Andrew to table approval of the final plat of Oak
Hill until the next meeting. Motion carried unanimously.
Motion Farmer Second Daugherty to pay the final engineering fee to
Wisenbaker, Fix, in the amount of $340.20, from the 1972 Revenue Bond
Fund, for the 15' interceptor line job. Motion carried 7 for 0 against.
Motion Chumbley Second Andrew for the City Manager to execute a contract
with Ron Fix for projects included in the 1979 Capital Improvement Pro-
gram. Motion carried 7 for 0 against.
Motion Chandler Second Chumbley to set September 20 as date for a
Public Hearing on a zoning change request on the Edna Holt property,
lots 2,1A, 5A Block 2, Whisenant Addition and lots 2A and 3A Block 29,
Old Donation. Motion carried unanimously.
Motion Andrew Second Farmer to authorize City Manager to seek bids on
work at the City Hall. Motion carried unanimously. The old council
chambers are to be converted into office spaces.
Motion Womack Second Farmer to adjourn into Executive Session. Motion
carried unanimously.
