City Council
October 4, 1979
Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, H.R. Daugherty,
Glenn Andrew, Rex Womack and Richard Chumbley
The Regular Meeting of the Allen City Council was called to order by
Mayor M.B. Pierson.
Motion Farmer Second Chumbley to approve the minutes of the September
20th meeting. Motion carried 7 for 0 against.
Tom Cravens of Fox & Jacobs again presented the final plat of Oak
Hill Addition. Reports were given by the City Staff indicating that
the repair work was 100% complete on all items requested. Motion Chumbley
Second Womack to approve the final plat of Oak Hill Addition. Motion
carried 7 for 0 against.
Charles Starnes with Norman Luterman presented the Preliminary Plat
of Fountain Park 5 Addition. Motion Farmer Second Andrew to approve
the preliminary plat. Motion carried 7 for 0 against.
Betty Ball of Texas Department of Human Resources did not appear.
A name was considered for nomination to the Collin County Tax Appraisal
District. Motion Womack Second Farmer to adopt Resolution R 2$0,
appointing T.H. Ereckson as nominee to the County Tax Appraisal District.
Motion carried unanimously.
Motion Andrew Second Chumbley to adopt Resolution #279, requesting the
restoration of federal funds for civil defense equipment. Motion carried
unanimously.
Roland Commons, Librarian, requested that the council consider his
request to apply for a consultant grant, which would enable the
city to know how best to utilize the bond fund money designated for
library renovation. Motion Farmer Second Chandler to authorize the
staff to seek grant money as available for assitance in the renovation
study. Motion carried 7 for 0 against.
Statement No. 97906 in the amount of $29,636.80, from City Engineer,
Ron Fix, for engineering services in preparing the plans and specifi-
cations for the 24 and 30" lines in the Capital Improvements Program,
was considered for payment. Motion Farmer Second Andrew to pay the
statement as presented out of the 1972 Revenue Bond Funds. Motion
carried unanimously.
Some staff reports were given. John Uland advised that the sprinkler
system was almost complete at the ball field; Don Crowder, City
Attorney, reported on the pending litigation brought about by
Duanne Smith and the City of Fairview; Jon McCarty advised that a new
Building Inspector had been hired. Bill Petty will begin work with
the City around the latter part of the month.

Much discussion and consideration was given concerning the method
of pro rata payment for the sewer line construction on Allen Heights
Drive. No action was taken.
Motion Andrew Second Chumbley to adjourn. Motion carried unanimously.
