The meeting was called to order by Mayor Pro Tempro Joe Farmer, as
the Mayor was detained.
Motion Chandler Second Chumbley to approve the minutes of the October
4 regular meeting. Motion carried 6 for 0 against.
A Public Hearing was held on the Comprehensive Urban Plan. Ron Fix
brought the council up to date on portions of this plan for the
City of Allen, which will be revelant to the parks, water and sewer,
and solid waste.
A Public Hearing was set for November 1 on a zoning special exception
request from Elizabeth Bratton to operate a pet shop in the Cotton-
wood Creek Shopping Center. This date was set by a motion by Chandler
Second by Andrew. Motion carried 6 for 0 against.
Motion was made by Womack Second Daugherty to set a Public Hearing
for November 1 on a request by Liz Moseley and the First Baptist
Church to close the alley that runs north and south adjacent to the
existing store. Motion carried 6 for 0 against.
Motion Andrew Second Daugherty to authorize Wisenbaker, Fix and
Associates to advertise for bids on the east side sewer interceptor
line. Motion carried 7 for 0 against.
Bids were opened by two police vehicles. Three bids were received
from the 10 dealerships that specifications were submitted to.
Steakly Chevrolet - Dallas $7255.50 each.
Newman Chevrolet - Garland 7376.09 "
Carter Chevrolet - McKinney 7219.10 "
Motion Farmer Second Daugherty to award the bid for two police cars
to Carter Chevrolet of McKinney @ $7219.10 each. Motion carried 7
for 0 against.
Jimmy Eaton requested authorization to seek bids on a Public Works
truck. Motion Womack Second Chumbley to authorize this request to
seek bids. Motion Carried 6 for 1 opposing. (Andrew)
Motion Farmer Second Andrew to authorize payment of engineering fees
on Capital Improvement projects out of G.O. and Revenue Bond Funds.
These bills were as follows: Wisenbaker, Fix $3724.26, Ronald Fix
$9191.25 and $225.00 and H.D.R. for $2500.00. Motion carried 7 for
0 against.
A report was given by Jon McCarty concerning the resurfacing of
of Sunny Slope. Bids had been received by Fox and Jacobs. No
decision was made at this meeting.
Jon McCarty also reported that the employees had decided not to
participate in the TMRS plan at this time.

Motion Andrew Second Daugherty to authorize the paving of
300' of Exchange Parkway. Motion carried 7 for 0 against.
Motion Andrew Second Chandler to adjourn into Executive
Session.
