December 6, 1979
Present: Charles Chandler, Glenn Andrew, Richard Chumbley,
q H.R. Daugherty, and Rex Womack
Absent: M.B. Pierson and Joe Farmer
The meeting was called to order by Councilman Charles Chandler.
As the Mayor was out of town, and with the approval of the other
members, Mr Chandler presided for the remainder of the meeting.
Motion Womack Second Daugherty to approve the minutes of the
November 15 and November 26 meetings. Motion carried unanimously.
A Public Hearing was held on the proposed annexation of approximately
330.60 acres of land, in 17 tracts. Mr. Jack Marshall and Mr. W.D.
Marshall questioned when those pieces of property would go on the tax
roll and whether the zoning would permit their continued raising of
chickens and horses. No opposition was expressed for this annexation
Action on the ordinance will be taken at the December 20th meeting.
The aerial mapping for the city and school was again discussed.
Information from the school regarding specific numbers had not
been obtained, but would probably be available after the next
school board meeting. Motion Andrew to enter into a contract with
International Aerial Mapping of San Antonio to map as a minimum
quads 7,8,9, 13, 14, 15, 18, 19, 20, 21, 25, and 26, with an option
to expand that, based upon a mutual agreement with the school, that
would be at a cost of $20,000, minimum. Motion was second by
Chumbley, with motion being approved 5 for 0 against.
Motion Chumbley Second Andrew to approve Ordinance #283, AN
ORDINANCE PROVIDING FOR THE MAINTENANCE OF CERTAIN STATE HIGHWAYS
AND/OR PORTIONS OF STATE HIGHWAYS IN THE CITY OF ALLEN, COUNTY OF
COLLIN, TEXAS, HEREBY REFERRED TO AS MUNICIPAL MAINTENANCE PROJECT
AND AUTHORIZING THE MAYOR OF THE CITY OR OTHER AUTHORIZED CITY
OFFICIAL, TO EXECUTE AND AFFIX THE CITY AND THE STATE OF TEXAS, PRO-
VIDING FOR THE MAINTENANCE AND USE OF THE SAID MAINTENANCE PROJECT:
AND DECLARING AN EMERGENCY AND PROVIDING THAT THIS ORDINANCE SHOULD
BE EFFECTIVE FROM AND AFTER ITS PASSAGE. Motion carried 5 for 0
against.
A Mutual Aid in Disaster Agreement, which is to insure that the
beneficiary of a firefighter, if killed in the line of duty at
some city other than the one keis a member, would receive the moneys
proveded by the state, was presented by Ron Gentry. Motion Womack
Second by Daugherty to sign an agreement with the City of Lucas.
Motion carried 5 for 0 against.
Motion Andrew Second Daugherty to approve a variance request on the
building setback line at 509-511 Cedar Elm. Motion carried 5 for
0 against.
Motion Daugherty Second Andrew to authorize staff to pay engineering
fees on Capital Improvements out of bond funds. Motion carried 5
for 0 against.
A number of reports were given. Don Brazil was introduced as the
new Board member for the Unitary Tax Appraisal Board.
Roland Commons, Librarian, reported that a $1500 grant had been
received from the North East Texas Library System, for a consultant
to study renovation and possible expansion for short and long
range plans.
Walter Curtis, Tax Assessor, gave a report on the tax collections for
1979.
The December calender was considered with the council giving their
approval for the city offices to be closed Christmas Eve as well
as Christmas Day.
A possible contract for printing city maps was discussed, with a
decision to be made at a later meeting.
Motion Daugherty Second Womack to adjourn into Executive Session.
Motion carried unanimously.
Council reconvened to consider a replacement for Glen Swaner,
Municipal Court Judge, as Mr. Swaner's letter of resignation had
been received. Motion Womack and Second by Daugherty to accept
Mr. Swaner's resignation. Motion carried 5 for 0 against.
Motion Chumbley Second Daugherty to appoint Mr. Bill Roberts as
Municipal Court Judge for the December 12th meeting. Motion
carried unanimously.
Motion Womack Second Chumbley to adjourn. Motion carried 5 for 0
against.
