Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Charles Chandler, Rex Womack,
Glenn Andrew and Richard Chumbley
Absent: H.R. Daugherty
The Allen City Council meeting was called to order by the Mayor
M.B. Pierson.
Motion Farmer Second Chandler that the minutes of the December
20, 1979 minutes be approved as written. Motion carried 6 for
0 against.
A Public Hearing was held on a zoning change request from FOlSom-
English on a 5.7658 acre tract in the Peter Wetzel Survey, Abstract
#990. This request as presented by Robert Todd was to change the
zoning from its present P.D. Classification to G.B. (General Business
Motion Womack Second Andrew that the 5.7658 acres be changed from
Planned Development to General Business. Motion carried 6 for 0
against.
A Public Hearing was held on a request from Hank Dickerson and Dallas
North Lumber to approve a site plan for a lumber company to locate
on 6.83 acres out of a 33.35 acre tract in the Willima Perrin Survey,
Abstract #708. Motion Farmer Second Andrew to deny the request on
the basis that the site plan does not meet the requirements for a
site plan. Motion carried 4 for 1 against (Chandler) 1 abstaining
(Chumbley).
Ray Morales, representing Fox and Jacobs, requested a variance on
lot 9 and 10 of Block Z, Hillside #4. On lot 10 a 5' side yard
variance was requested. Motion Andrew Second Chumbley to grant a
5' side yard variance. Motion carried 6 for 0 against.
On lot 9, the slab is poured 2'8" away from the property line, and
the request was made to waiver the 6' side yard requirement. Motion
Farmer Second Chandler to approve the request if the city can
receive a written acceptance from both property owners. The vote
was tied 3 for 3 against. Motion Farmer Second Andrew to table
until 7 members were present. Motion carried 6 for 0 against.
The 701 Comprehensive Plan was reviewed and discussed. Several
revisions were suggedted and these are to be sumitted to Ron Fix.
The December tax report was given by Walter Curtis, Tax Assessor.
The contract from Architect Fisher -Spillman was presented. Motion
Farmer Second Chumbley to accept the contract with this firm. Motion
carried 6 for 0 against.
Motion Chumbley Second Womack to adjourn into Executive Session.
Motion carried 6 for 0 against.
