The Allen City Council meeting was called to order by the Mayor
M.B. Pierson.
Motion Chandler Second Andrew to approve the minutes of the January
3rd meeting. Motion carried 6 for 0 against.
Everett Harris of 928 Roaming Road requested that the City abandon
a 20' drainage easement at the corner of Allen Heights Drive and
Roaming Road. Motion Farmer Second Andrew to approve this request
to abandon the easement on both lots affected, being Lot 1 Block
Q and Lot 45, Block N of Hillside #3, pending review by TP & L.
Motion carried 6 for 0 against.
Richard May, Commissioner of Precinct #3, requested that the
council, by resolution, support his desires to establish a Farmers
Market in Collin County, which would be partially funded by Revenue
Sharing Funds of the County. Motion Andrew Second Daugherty to adopt
Resolution #289, A RESOLUTION SUPPORTING THE ESTABLISHMENT IN COLLIN
COUNTY OF A FARMERS MARKET FACILITY FOR THE BENEFIT OF ALL COLLIN
COUNTY RESIDENTS. Motion carried 6 for 0 against.
Kenneth Keller of TP & L presented a request for an average 15.358
rate increase. Motion Andrew Second Chandler to adopt Ordinance #288,
AN ORDINANCE SUSPENDING THE EFFECTIVE DATE OF PROPOSED REVISIONS OF
RATES AND SCHEDULES OF TEXAS POWER AND LIGHT COMPANY FOR 120 DAYS
FROM FEBRUARY 8, 1980; PROVIDING THAT THE RATES OF SAID PUBLIC UTILITY
SHALL REMAIN UNCHANGED DURING THE PERIOD OF SUSPENSION: AND PROVIDING
FOR NOTICE HEREOF TO SAID PUBLIC UTILITY, and to authorize the City
Manager to contact TML so that the city will be included as an
intervenor in the rural rate case. Motion carried 6 for 0 against.
A Special Exception request from Colleen Sinor to operate a pet
grooming shop in Allen Plaza was heard. Motion Farmer Second Womack
to approve this request. Motion carried 6 for 0 against.
Ray Morales of Fox and Jacobs again presented Fox and Jacobs request
to waiver the side lot set back requirement on Lot 9, Bloc Z, Hillside
#4. Motion Andrew Second Womack to reject the request for variance.
Motion carried 4 for 2 against. (Farmer and Daugherty)
Motion Farmer Second Daugherty to enter into a east side sewer facility
agreement with the parties referred to and to authorize the signing
of the contract. Motion carried 6 for 0 against.
Motion Andrew Second Daugherty to table until further information is
available for the west side sewer system. Motion carried 6 for 0 agains'�
Motion Farmer Second Womack to authorize payment of the City's share
of the Reed Elementary property, being Reed Park, in an amount not
to exceed $185,000 out of General Obligation Bond Funds. Motion
carried 6 for 0 against.

As the Texas Department of Community Affairs had informed the City
that our grant application had been approved for funding, a motion
was made by Chandler Second Daugherty to authorize the Mayor to
sign a contract with TDCA to enter into this 701 grant agreement.
Motion carried 6 for 0 against.
Motion Womack Second Daugherty to authorize payment to Ron Fix for
engineering fees on Allen Drive, in the amount of $17,287.20, out of
General Obligation Bond Funds. Motion carried 6 for 0 against.
The Planning and Zoning By -Laws were presented to the council for
corrections or additions. No action was taken; however, several
changes were recommended.
Information was presented regarding the expansion of the aerial mapping
of the City. Motion Farmer Second Daugherty to accept the recommendatioi
of the City Manager, which was that the council authorize the staff to
expand the aerial mapping contract to include all areas of the City's
ETJ and all areas of the school district for a maximum contract not to
exceed $64,000, with the city to pay $49,725 and the school $14,275.
Motion carried 6 for 0 against.
The council will be interviewing candidates for the Municipal Court
Judge February 2 and announcing that decision at the February 7th
council meeting.
Jon McCarty discussed the procedure he will be following for the
selection of a Police Chief.
3 places, 2, 4 and 6, and the Mayor position will be voted on at the
City Officers Election April 5. The council voted by a Motion from
Andrew and Second Farmer to appoint Frank Dugger as the Election Judge
and C.D. Whitaker as alternate, with a maximum of 2 clers, with voting
hours to be 7:00 A.M. to 7:00 P.M. at the Municipal Building. Motion
carried 6 for 0 against.
