ALLEN CITY COUNCIL
July 24, 1980
Present: Mayor M.B. Pierson
Councilmen: H.R. Daugherty, Rex Womack, Richard Chumbley,
Glenn Andrew and Joe Farmer
Absent: J.M. McClure
The Special Session of the Allen City Council was called to order by
Mayor M.B. Pierson.
A Public Hearing was held on the Proposed Use of Revenue Sharing Funds
in the amount of $46,100, projected to be received during the 1980-81 FY
and the approximate balance of $5004 from FY 1979-60. As no one
was present to offer any comments and no written suggestions were
received as to the use of Revenue Sharing Funds for the FY1980-81,
the Public Hearing was closed.
Mayor Haas of Fairview has requested that the City of Allen take over
part of their water system located between Exchange Parkway and Stacy
Road, along Highway 5. The total number of connections involved is
about 28, to whom Fairview is not able to supply enough water. As
this is in our ETJ, the council approved serving the customers by
extending our water lines so that the residents in that area could be
served adequately with Allen's water. Motion Andrew Second Farmer to
authorize Jon McCarty and Ron Fix to proceed with the project within
certain guidelines; that a meeting be held to inform all property owners
of this service only, and that they consent to pay their pro -rata share
of the construction costs in the approximate amount of $8000 and that
we consider a 12 month repayment program, to insure that Fairview can
legally convey the line to Allen under FMHA rules and that they so
convey the system from the southside of Stacy Road to Exchange
(at Fairview's expense) and to insure that this area is within Allen's
legally constituted service area for which a certificate of conveyance
and necessity was issued by the Public Utilities Commission. Motion
carried 6 for 0 against.
Motion Daugherty Second Chumbley to adjourn into Executive Session
Motion carried 6 for 0 against.
