SPECIAL SESSION
Allen City Council
September 13, 1980
Present: Mayor M.B. Pierson
Councilmen: Rex Womack, H.R. Daugherty, Richard Chumbley, Glenn
Andrew, and J.M. McClure
Absent: Joe Farmer
This Special Session was called to order by the Mayor, M.B. Pierson, to
hold a Public Hearing on the 1980-81 Budget and Revenue Sharing Budget.
No one was present to discuss the budgets with the council, therefore,
a motion was made by Daugherty Second McClure to close the Public Hearing.
Motion carried 6 for 0 against.
Presentations from the staff and from various organizations and individuals
were given concerning the regulations of wood shingles in the City. Bob
Acker, Fire Marshall, Ronald Gentry, Fire Chief, and Bill Petty, Building
Official, recommended that wood shingles be banned. Mike Caldwell, National
Forest Products and Ed Lynge from Allen Lumber Co. recommended that Class
C, treated shingles, be used in the high density areas or multi family, with
no regulations on other residential areas. Steve Goodman, of Goodman Homes,
requested that the council not ban the use of wood shingles for custom
homes, as it would greatly affect the custom home market. Further informa-
tion is to be presented for the council before a decision is made.
Consideration was given by the council to amend the ordinance restricting
water use. Motion was made by Chumbley Second Andrew to adopt ordinance
#313, AN ORDINANCE PROVIDING FOR OUTSIDE WATERING AND LANDSCAPE IRRIGATION;
DECLARING AN EMERGENCY; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING A
PENALTY FOR THE VIOLATION HEREOF; PROVIDING FOR SEVERABILITY AND PUBLICATION
OF THE CAPTION HEREOF. Motion carried 5 for 1 against. This ordinance
allows the use of sprinklers from 8:00 P.M. to 12:00 midnight.
Motion Andrew Second Daugherty to adjourn. Motion carried 6 for 0 against.
