A Public Hearing was held on a request from Power, Inc. to change zoning from
R-16 to CF on Lot 2, Block G, Old Donation, being 104-06 N. Cedar. Terry Kerr
was present to speak for this request, with no one speaking against. Motion
Farmer Second Andrew to approve their request, along with Planning and Zoning's
recarendation that 1 parking space be required for each 300 sq. ft. of gross
floor area. Motion carried 6 for 0 against. Oc�L th 3,3q
A Public Hearing was also held on the 1980-81 budget, the tax rate and Revenue
Sharing budget. No ques or comments were made on any of these subjects.

CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING AND ADOPTING THE BUDGET AND
SETTING APPROPRIATIONS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1980 AND
TEIUD=ING SEPTEMBER 30, 1981, Motion carried 6 for 0 against.
Motion Womack Second Daugherty to adopt Ordinance #315, AN ORDINANCE OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, SETTING, FIXING, AND ADOPTING THE TAX
RATE FOR THE CITY OF ALIEN, TEXAS, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1980, AND ENDING SEPTEMBER 30, 1981; AND PROVIDING AN EFFECTIVE DATE FOR THIS
ORDINANCE. Motion carried 6 for 0 against.
Motion Andrew Second Womack to hold a Public Hearing October 2, on a request
for a variance to the minimum lot area per dwelling unit, to allow construction
of a four family dwelling at 305 E. McDermott. Motion carried 6 for 0 against.
Motion Womack Second Andrew to hold a Public Hearing October 2 on an annexation
Driest from Ralph Pully, Jr on 16 acres in a part of the MOBain Jameson and T.G.
Kenneday Surveys. Motion carried 6 for 0 against.
Motion Farmer Second Daugherty to adopt Resolution #316, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF ALLEN, TEXAS, AUTHORIZING THE PURCHASE OF 33.351
ACRES OF LAND FROM HANK DICRERSON, TRUSTEE, AND AUTHORIZING THE CITY MY1NACER
TO EXECUTE ALL NECESSARY DOCU!11KNTS TO EFFECT PURCHASE OF THAT PROPERTY. Motion
carried 6 for 0 against.

An update was given by the City Manager on the Traffic Engineering Survey.
The contract price let to PAWA was for $15,350; however the grant award was
for a maxi= of $12,500. Jon is to report back to the council on this matter.
The council agreed to hold a joint school/city meeting October 20.
Jon Uland gave a progress report on special projects of the Park and
Recreation Department.
David Echols, the Administrative Intern, was introduced to the Council.
He is e plcyed through the Urban Fellowship Program, with the City
providing $1200 for half time services for the year.
Motion Fanner Second Daugherty to appoint Dr. A.E. Vita as the City Health
Officer for a new term, beginning October 1, 1980. Motion carried 6 for 0
against. A letter is to acccnpany his appointment expressing the appreciation
of the Council.
