The joint meeting of the Allen City Council and the Allen
independent School District Board of Trustees was called to order
by Mayor Pro Tem Rex Womack at 7:34 p.m. in the Library of the
Allen High School, 700 E. Main Street.
Review of Ford Middle School Plans (Agenda Item I)
Dr. Horn presented the floor plan and various artist renderings
of the exterior and interior of the new Ford Middle School, which
will be located east of Jupiter Road and south of Park Place to
accommodate 6th, 7th, and 8th grade students. He also pointed out
various aspects of the planning concepts for the interior and exterior
design of the school.
Dr. Horn also showed a site plan of the school on the 30 acre
tract of land, including parking. He advised there was a projected
completion date of from fifteen to eighteen months after award of
the contract for construction.
After reviewing the floor plans, renderings and site plan, the
Council and Board of Trustees discussed various topics regarding
the new middle school including the sprinkler system, cable television
use in connection with the school, construction of Park Place to
provide adequate access to the school,and construction of a proposed
north/south street adjacent to the school site.

There was also discussion with City Manager Jon McCarty
regarding acreage surrounding this 30 acre tract, being_ three
tracts containing 11 acres, 15 acres, and 29 acres, to be obtained
by the City for park purposes and street improvements.
Review of City's Capital Improvements Plan (Agenda Item II)
as It Relates to Ford Middle School Site
City Manager McCarty advised that in connection with the
Ford Middle School project, the construction of Park Place from
east property line of Ford Middle School site to Jupiter was
cart of the 1980-85 Capital Improvements Program to be undertaken
in 1982 at a projected cost of $350,000.
Mr. McCarty also updated the Council and School Board on the
two park grants which are currently pending, being for Ford Park
and Reed Park. He described the facilities proposed for each park
as well as the projected costs of the projects, funding provided
by the grants, and proposed completion dates. Ford Park is estimated
to be a 1.7 million dollar project, with grant funds in the amount
of $859,000, and a projected completion time of approximately three
years. Reed Park is estimated to be a $215,290.00 project, with
grant funds in the amount of $107,695.00, with construction to begin
this summer.
Review of Plans for City Service Center/ (Agenda Item III)
Citv Hall Annex and School District Warehouse
Jim Bullock, with Fisher & Spillman Architects, presented a
site plan, a floor plan of each building, and artist renderings
of the south and east elevations of the new School District Ware-
house and the adjoining City Service Center/City Hall Annex. These
new facilities will be located south of McDermott and front onto
Butler Drive. The School Warehouse as proposed will contain 27,200
square feet and the City Service Center/City Hall Annex as proposed
will contain 12,800 square feet.
After review of the plans, the Council and School Board discussed
access to the new facilities by delivery trucks and the general public,
landscaping to screen the storage of vehicles, image of the City Hall
in this type of facility, and the arrangement of offices in the City
Hall Annex.
City Manager Jon McCarty advised the Council and School Board
about the concept of moving City Hall into this complex and the
feasibility of the layout of the offices within the new facility.
Mr. McCarty also showed the water and sewer line access to the new
complex.
Mayor Pro Tem Womack recessed the meeting at 9:11 p.m. The
meeting reconvened at 9:18 p.m.

Review of Plans for Fire Station Number 2 (Agenda Item IV)
City Manager Jon McCarty presented the Council and School
Board with a site plan showing the one acre tract of land on
which the new Fire Station Number 2 will be located, being south
of Exchange Parkway and east of State Highway 5.
City Manager McCarty also passed around a model of the Fire
Station for each member to review and advised of the projected
construction time. Since the new Fire Station will have live-in
facilities, he also advised that a comprehensive study was being
conducted on the feasibility of a full-time Fire Department.
Progress Report on Adopting the (Agenda Item V)
City of Allen Zoning Ordinance
City Manager Jon McCarty advised the School Board that the
City Council and the Planning and Zoning Commission had already
had several meetings on review of the newly proposed Zoning
Ordinance. The new Zoning Ordinance consists of two separate
components, one being the zoning text which establishes 19 zoning
districts and sets out the purpose and regulations for each district
-; and the other being the zoning map showing the zoning districts as
it relates to the zoning text. He further advised of the proposed
schedule for further review of the text, consideration of a mora-
torium on zoning requests, and the public hearing and adoption process.
There was discussion among the Council and School Board regarding
the spot zoning conditions which exist and the current growth activity
occurring in Allen and how it can be regulated.
Review of the School District's (Agenda Item VI)
Master Planning Concepts
Dr. Horn advised that the School District has undertaken a
master planning effort for the entire Allen School District. The
School District has been working with their Planner, Bob Holland,
in developing concepts to be used, taking into consideration the
City's Comprehensive Plan, Thoroughfare Plan, Zoning Ordinance,
as well as existing demographic patterns and educational criteria.
Taking all of those items into account, it has been a long process
which the School District hopes to have completed for review by
this summer.
Dr. Horn did present one concept used in planning placement
of schools within the community by showing a transparency which
indicated the location of the elementary schools within one-half
mile radius of the residences and middle schools being within one
and one-half mile radius of the residences that they serve.

the meeting at 10:15 p.m.
