R-2203-8-03RESOLUTION NO. 2203-8-03(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING A FEE SCHEDULE FOR THE USE OF ATHLETIC FACILITIES; REPEALING PREVIOUS FEE SCHEDULES FORTHE USE OF THE ATHLETIC FACILITIES; AND PROVIDING A REPEALING CLAUSE; A SEVERABILITY CLAUSE; AND AN EFFECTIVE DATE. WHEREAS, the City Council recognizes the importance ofproviding effective and efficient athletic services and programs; and, WHEREAS, to provide for the expenses and resources for City athletic facilities and programs, the City Council is of the opinion that an Athletic Fee Schedule should be adopted to cover the increased costs of administering and providing City services and programs to the users, and the City Council has been presented a proposed fee schedule, a copy of which is attached hereto as Exhibit "A" and incorporated herein by reference; and, WHEREAS, upon full review and consideration of the fee schedule, the City Council is of the opinion that the attached Athletic Fee Schedule should be adopted and approved and all previous fee schedules and charges for athletic services should be repealed in all respects and that a copy of the fee schedule, when approved, should be on file with the City Secretary of the City of Allen and made available to the public at the City Secretary's office. ' NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1. The Parks and Recreation Department Athletic Facilities Fee Schedule attached hereto as Exhibit "A," having been reviewed by the City Council of the City of Allen and found to be acceptable and in the best interest of the City of Allen and its citizens, is hereby in all things adopted and approved, and previous fee schedules and charges for Athletic Facility use that are in conflict with this fee schedule are hereby repealed in all respects. SECTION2: Should anyword, sentence, paragraph, subdivision, clause, phrase or section of this resolution, as amended hereby, be adjudged or held to be void or unwnstitutional, the same shall not affect the validity of the remaining portions of said resolution, as amended hereby, which shall remain in full force and effect. SECTION 3. This resolution shall take effect immediately from and afterits passage in accordance with the provisions of the Charter of the City of Allen, and it is accordingly so resolved. Co -Sponsored Organization Fees • $4 / hour per field (two hour minimum) • Lights are charged at $3 /hour/ field • Refunds for field rental fees are onlyrefundable due to inclement weather and/or cancellation of the rental seven (7) days prior to the rental date. b. Resident Non Co -Sponsored Organization Fees • $4 / hour per field (two hour minimum) • Lights are charged at $3 /how/ field • Refunds for field rental fees are only refundable due to inclement weather and/or cancellation of the rental seven (7) days prior to the rental date. c. Nonresident Non Co -Sponsored Organization Fees • $30 / hour per field (two hour minimum) • $50 deposit per field • Lights are charged at $16 / hour/ field • Deposit must be received at time of reservation to guarantee the reservation. First deposit received will have priority over facility reservation. • Refunds for field rental fees are only refundable due to inclement weather and/or cancellation of the rental seven (7) days prior to the rental date. Tournament/ Camp and Clinic Usage Fees a. Co -Sponsored Organization Fees I. Tournament Fees • $25 / per team (up to a two day tournament) • $15 / per team / additional day • $100 deposit per field • Base fee includes beginning of the day facility preparation and three visits per day for cleaning restrooms and emptying trash receptacles. • Minimum fee for tournaments is $500 • Number of fields to be utilized will be determined by the City of Allen Parks and Recreation Department. II. Chmc/Camp Fees • $5 / per participant per day • $100 deposit per field • Base fee includes beginning of the day facility preparation and three visits per day for cleaning resnooms and emptying trash receptacles. • Minimum fee for Clinic/Camp is $200 • Number of fields to be utilized will be determined by the City of Allen Parks and Recreation Department. ' III. First deposit received will have priority over facility reservation. • Refunds for field rental fees are only refundable due to inclement weather and/or cancellation of the rental 30 days prior to the rental date. b. Resident Non Co -Sponsored Organization Fees 1. Clinic/Camp Fees • $5 / per participant per day • $100 deposit per field ' • Base fee includes beginning of the day facility preparation and three visits per day for cleaning restmoms and emptying trash receptacles. • Minimum fee for Clinic/Camp is $300 • Number of fields to be utilized will be determined by the City of Allen Parks and Recreation Department. III.
