Daugherty City Staff• Jon McCarty, City Manager Marty Hendrix, City Secretary The Called - Special Session of the Allen City Council was called to order by Mayor Pierson at 7:02 p.m. on Thursday, August 27, 1981, at Rountree Elementary School, 800 E. Main Street. Set Date for Public Hearing on Tax Rate for FY 1981 - 82 (Agenda Item I) Walter Curtis, Tax Assessor -Collector, presented to the Council copies of a sample worksheet for the Calculation of the Effective Tax Rate by Cities, a sample of the newspaper advertise- ment showing the FY 1981-82 Notice of Calculation of Effective Tax Rate and a sample newspaper advertisement of the Notice of Tax Increase for the Public Hearing on the proposed tax rate. The City Council reviewed the figures shown on the sample worksheet of the calculation for the effective tax rate, being $.291 per $100 of value. City Manager Jon McCarty advised the Council of the assessed value of property in Allen, being $230,151,134.00; new personal property added to the roll, being $5,236,638.00; new real property added to roll, being $19,150,840.00; and lost values through agriculture use, exemptions of disable veterans and people over 65 years of age, being $12,700,932.00. Taking into consideration a proposed tax rate of 43C and the effective tax rate from the worksheet of $.291 per $100 value, the increase in the property taxes would be 47.88. ALLEN CITY COUNCIL August 27, 1981 Page 2 Set Date for Public Hearing on Tax Rate for FY 1981 - 82 (cont'd) (Agenda Item I) The Council briefly discussed the proposed tax rate of 43C per $100 evaluation and the reevaluation of property in the City of Allen causing the 47.88 increase. Upon a motion made by Mayor Pro Tem Farmer and seconded by Councilman Chumbley, the Council voted five (5) for and one (1) opposed, with Councilman Paxton casting the negative vote, to publish in the public hearing notice that the City Council proposes to increase the property taxes by 47.8 percent, that is a tax rate of 43C per $100 evaluation. City Manager Jon McCarty advised that the public hearing date on the tax rate had be scheduled for Thursday, September 10, 1981. Mayor Pro Tem Farmer asked that the date be changed since he would not be available to attend the meeting. The Council briefly discussed changing the public hearing date and the regulations governing the publication of the public hearing notice. Upon a motion made by Councilman Andrew and seconded by Council- man McClure, the Council voted 6 - 0 in favor of setting the public hearing date for Tuesday, September 8, 1981 at 8:00 p.m. at Rountree Elementary School. Due to the large percentage of increase in property taxes, several Council Members requested that the City Manager review the proposed budget in detail and prioritize areas which might be reduced or eliminated, thus reducing costs for FY 1981 - 82 budget. Upon a motion made by Mayor Pro Tem Farmer and seconded by Councilman Andrew, the Council voted 6 - 0 to adjourn the called - special meeting at 7:29 p.m, and to convene into Executive Session. In accordance with Article 6252-17 (Open Meeting Law), V.A.T.C.S Section 2(g), the Allen City Council convened into Executive Session at 7:31 p.m. to discuss matters pertaining to personnel.
